The Town of Espanola is seeking an experienced, strategic, and collaborative municipal finance professional to fill the position of Treasurer.

Reporting to the CAO/Clerk, the Treasurer is responsible for the effective, accountable, and efficient financial management of the Town. As the statutory Treasurer under the Municipal Act, 2001, the successful candidate will provide sound financial leadership and advice to Council, the CAO/Clerk, senior management, and staff.

The Treasurer will lead the Town’s financial planning, budget development, reporting, asset management, insurance and risk management activities, while supporting the Town’s long-term financial sustainability.

Qualifications:

· Post-secondary degree or diploma in business, finance, accounting, public administration, or a related field.

· Professional accounting designation, such as CPA, CA, CGA, or CMA.

· Minimum five (5) years of progressively responsible municipal finance experience or equivalent.

· Demonstrated knowledge of Ontario municipal finance legislation, policies, regulations, and reporting requirements.

· Experience in public sector budget development, financial reporting, audit coordination, and long-term financial planning.

· Strong analytical, organizational, problem-solving, and decision-making skills.





· Exceptional interpersonal and communication skills, including the ability to explain complex financial information to Council, staff, and non-financial audiences.

· High degree of integrity, discretion, and ability to manage confidential information.

· Proficiency with financial software systems and Microsoft Office applications, particularly Excel.

· Demonstrated ability to lead, mentor, and support finance staff.

The following would be considered assets:

· Experience using Vadim financial software, OPTA, and corporate records management systems.

· Experience with municipal asset management planning, insurance and risk management, taxation, assessment, grant administration, and procurement.

Duties & Responsibilities:

· Fulfill the statutory duties and responsibilities of Treasurer in accordance with the Municipal Act, 2001 and other applicable legislation.

· Provide strategic financial advice, analysis, and recommendations to Council, the CAO/Clerk, and the management team.

· Lead the development, implementation, monitoring, and reporting of the Town’s annual operating and capital budgets.

· Oversee financial reporting, year-end processes, audit coordination, internal controls, and legislative and regulatory compliance.

· Manage municipal financial operations, including taxation, assessment, accounts payable, accounts receivable, cash management, investments, debt, reserves, and financial reporting.

· Lead the Town’s asset management planning and support long-term capital and financial planning.





· Oversee the Town’s insurance and risk management program.

· Support grant applications, grant reporting, procurement processes, financial policies, and corporate decision-making.

· Provide leadership, supervision, mentoring, and support to finance staff.

· Present financial reports and recommendations to Council and committees, including attendance at evening meetings as required.

· Foster a customer-focused, accountable, and continuous-improvement culture within the Finance function.

Salary Range:

$114,860 to $137,137 per year (2026), based on qualifications and experience.

The Town offers a condensed work week, comprehensive perks following three (3) months of continuous full-time employment, participation in the OMERS Pension Plan, four (4) weeks of vacation accrual to start, and eligibility for applicable premiums in accordance with Town policy.

A Criminal Reference Check will be required.

Existing Vacancy Disclosure: This is an existing full-time, permanent, non-union position. The regular work schedule is based on 35 hours per week, with attendance at evening Council meetings and occasional work outside regular business hours as required.
