Position Summary:

Reporting to the Manager of Engineering, the Engineering Supervisor provides technical leadership and supervision within the Town’s Engineering Division, ensuring high-quality, consistent, and timely engineering review of development applications. The position leads the design compliance and quality assurance functions for engineering deliverables and coordinates growth-related infrastructure initiatives, ensuring alignment between development requirements, capital planning, and municipal infrastructure delivery. The Supervisor assists the Manager in the day-to-day operation of the Division and acts in their absence as required.

Key Duties and Responsibilities:

Supervision and Operational Leadership

- Supervise, mentor, and support Engineering staff, including onboarding, training, and performance management.
- Coordinate and prioritize divisional workflows, including development review activities and infrastructure-related work.
- Monitor workflow performance and manage resource allocation, including tracking development files and capital-related activities, and adjusting as required to meet service levels.

- Analyze data to support program budgeting, resourcing, and development-related financial considerations.
- Identify and implement improvements to processes, procedures, and service delivery.

Development Review and Design Compliance

- Lead and oversee engineering review of development applications, including subdivisions, site plans, and condominiums, ensuring compliance with municipal standards and applicable legislation.
- Ensure detailed engineering review of development submissions, including servicing design, calculations, modelling,



and construction coordination, to confirm compliance with municipal standards and approved conditions.
- Provide quality assurance and control on development engineering deliverables, including comments, reports, agreements, and approvals, including securities, certificates, and assumption processes.

- Ensure consistency, accuracy, and completeness in technical reviews and recommendations.
- Confirm servicing capacity and identify infrastructure upgrades required to support development proposals.

Infrastructure Coordination and Capital Support

- Coordinate and support the delivery of growth-related infrastructure projects arising from development approvals and municipal requirements, in coordination with the Manager’s direction and approved capital plans.

- Provide technical oversight and coordination for infrastructure works, including projects initiated by the Town or through developer obligations.

- Support coordination of design and construction requirements for infrastructure works associated with development, including review of drawings, specifications, and project sequencing.
- Liaise with internal departments and Engineering Project Managers to support alignment, scheduling, and delivery of infrastructure projects.

- Monitor assigned project activities, timelines, and budget performance, and escalate risks or issues as required.

Project Management and Contract Administration

- Undertake project management, including procurement support, contract administration, change order review, and construction oversight for development-related infrastructure works, including projects in Default status.

- Assist in procurement processes, preparation of contract documents, and administration of consultant and construction contracts.
- Ensure projects are delivered in accordance with approved designs, standards, and contractual requirements.

Stakeholder Coordination

- Coordinate meetings and engagement with internal staff, developers, consultants, agencies, and the public on engineering matters.
- Support resolution of technical issues and stakeholder concerns in a professional and consistent manner.

Technical Support and Reporting

- Assist in the preparation of technical reports, studies, and presentations for senior management and Council.
- Support the Manager in budget planning, forecasting, and resource allocation.
- Maintain current knowledge of industry standards, technologies, and best practices.

Compliance and Health & Safety

- Ensure adherence to municipal policies,



applicable legislation, and health and safety requirements.
- Promote a safe, respectful, and professional work environment.

What you will need:

- Post-Secondary Degree or Diploma in Civil Engineering or related field with a designation as a P.Eng or CET. Preference for CET with eligibility to apply for a limited license for municipal engineering work from Professional Engineers Ontario (PEO)
- Minimum of 5 (five) years of practical and progressive design, costing, construction inspection, and approval experience related to municipal infrastructure with progressive more substantial project management and contract administration skills.
- Strong working knowledge of the principles of personnel supervision, training, and evaluation, in addition to safe work practices.
- Membership in other professional bodies/organizations (OSPE, MEA, etc.) to maintain an active skilled network and enhanced knowledge of industry trends.
- Demonstrated ability to coordinate and provide technical direction, leadership, and guidance in the planning, design, and construction of municipal infrastructure projects.
- Proven ability to analyze complex engineering issues, problem solve, and apply sound judgment in a municipal environment.
- Demonstrated ability to prepare clear, concise, and comprehensive technical reports related to municipal infrastructure and development projects.
- Experience with the coordination of infrastructure works, including liaising with internal departments, consultants, developers, and regulatory agencies.
- Strong computer skills, including proficiency in MS Office Suite, AutoCAD, GIS, and hydraulic modeling software.
- Ability to manage competing priorities, meet deadlines, and adapt to changing demands in a fast-paced environment.
- Thorough knowledge of the Planning Act and development approval processes is considered an asset.
