The role is on-site at the University''s main campus in downtown Ottawa, Ontario and requires proficiency in both official languages (French and English).

General Information Position Title: Lead Analyst, IT Security Position Number: 103071 Faculty / Service and Department: Information Technology Reports to: Senior Manager, IT Security Services Position Purpose Designs, develops, implements, integrates, tests and manages solutions to support the University''s Identity and Access Management (IAM) business objectives.
Involved in all phases of systems analysis, both the planning of system development and the technical design University wide.
The systems impacted include large-scale mission critical systems.
Provides leadership and guidelines in the implementation of solutions, ensuring the use of best practices while adhering to established University architectural standards.
Works with stakeholders to plan, estimate, prioritize and assign work to technical resources .
Supports and maintains operational applications and works on the design, testing and improvement of the applications that support various endeavours.
Works with minimum supervision and acts as a specialist with a deep knowledge of complex technologies to enable and support critical University-wide systems and supporting technologies.
Specific Accountabilities 1.
Planning, Design and Deployment: Works closely with the Product Manager responsible for IAM with respect to design guidance based on a thorough understanding of the appropriate mission-critical systems and their underlying technology. 2.
Solution Development & Enhancement: Designs, develops, and implements identity & access management solutions using enterprise platforms, optimizing identity lifecycle management, role-based access control, and other identity-based processes. 3.
Team Lead: Supervise a team of Senior Analysts to plan, estimate, prioritize and assign work to technical resources.
Provides advice to staff regarding system development methods, design alternatives and technical options. 4.
Support and Consulting: Works closely with the other technical and architecture teams to perform in-depth reviews of suitable options and of the existence of delivered functionality before customizing platforms.
Provides supporting documentation to request, justify, and implement any customization deemed necessary. 5.
Project Management: Works closely with the Senior Manager and Product Manager to oversee overall systems testing, systems performance and migration of projects to the Production environment.
Ensures that appropriate controls and progress reports are prepared regularly.
Ensure that risks are monitored and that risk-mitigation strategies are implemented when necessary. 6.
Standards and Best Practices: Ensures development standards, design frameworks, and security protocols are adhered to, leading efforts to document best practices for all related development activities. 7.
Impact Assessment: Reviews new functionality introduced in platform updates within their portfolio, assesses potential impacts, and provides recommendation for implementation. 8.
Troubleshooting and Incident Response: Builds strong relationships with stakeholders to effectively troubleshoot and resolve system issues.
Documents all problems, diagnosis, and resolutions for problems,
including effective support for contingency planning. 9.
Development Life Cycle: Analyzes complex business requirements, assists in fit/gap analysis, and evaluates system impacts.
Participate actively in architecture design, solution validation, implementation, testing, and migration. 10.
System Maintenance & Security Administration: Works closely with security experts to review and implement access controls, schedule system maintenance, oversee role and permission configurations, and ensure continuous system performance Knowledge, Experience and Skills Essential Qualifications : A University degree in Computer Science or Information Technology or a related field or an equivalent combination of education and experience Minimum 7 years of experience in identity & access management, security, or related area Minimum 5 years of experience in solution development, platform engineering, and implementation Key Competencies (required for all positions-cannot be modified) : Planning Initiative Client service orientation Teamwork and cooperation Other Qualifications: Advanced knowledge of various programming languages and scripting languages (e.g.: Java, Java
Script, Python, Node, Power
Shell, etc.) and of computing hardware, software and software development methodologies Strong understanding of IAM concepts, including access certification, RBAC, ABAC, identity lifecycle management, and policy enforcement Extensive experience designing end-to-end business system solutions in a complex application and technology environment.
In-depth knowledge of IAM protocols and standards such as SAML, OAuth, OIDC, LDAP, and SCIM Experience in integrating IAM solutions with cloud and hybrid environments Experience working on large-scale mission critical systems such as but not limited to Saviynt Proficiency in IAM, SSO, MFA, PAM, and other access management solutions Experience with APIs, integrations, middleware, and automation Proficiency in database management, including SQL and Oracle In-depth analytical skills for complex problem solving identification, diagnosis, resolution Leadership skills, ability to coach and mentor other IT professionals Knowledge of the University''s information technology policies, procedures and standards would be considered an asset Excellent communication, interpersonal, and relationship-building skills with the ability to build and maintain strong working relationships with all levels of management and staff Strong change management skills and adaptability to evolving technologies Bilingualism French and English (written and spoken).

Recommends long-term strategies for the evolution of the applications and systems .
Recommends and advises on how to maximize the use of existing systems delivered functionality before customizing.
Recommends several options to mitigate risk and issues, taking into consideration impacts on timelines as well as other processes or systems.

Dimensions N/A Working Workplace and Conditions Physical Effort Position is required to sit for extended periods of time, usually with freedom to move about.
There is a rare need to lift and manipulate equipment and to bend, stop and work in awkward positions during installation and repair.
Physical Environment The position works in an office environment with rare exposure to unpleasant conditions.
There may be occasional work in the server room where there is noise from a fan and mildly warm conditions.
There is an occasional requirement to walk outside to perform work in a different building.
