Position Summary The Human Resources Manager provides strategic and operational leadership for all human resources functions across the organizations. This role is responsible for developing and executing HR strategies that support business objectives while attracting, developing, and retaining a skilled, engaged, and safety-focused workforce.
Working closely with executive leadership, area managers, project managers, and Health & Safety personnel, the HR Manager oversees all aspects of human resources, including talent acquisition, workforce planning, employee relations, performance management, compensation and benefits, training and development, HR policy administration, compliance, labour relations, succession planning, and HR systems.
This position plays a critical role in supporting the companies within the Grossi Group of Companies which includes project and service-based workforce consisting of salaried employees, field personnel, skilled trades, and technical professionals.
Key Responsibilities
Strategic HR Leadership
- Serve as a strategic business partner to executive leadership and operational management.
- Develop and implement HR strategies that support organizational growth, operational excellence, and workforce sustainability.
- Participate as a member of the leadership team, contributing to organizational planning and continuous improvement initiatives.
- Develop HR metrics and workforce analytics to support informed business decisions.
- Champion a culture of accountability, engagement, respect, diversity, and continuous improvement.
Talent Acquisition & Workforce Planning
- Lead full-cycle recruitment for corporate, project, supervisory, and management positions as required.
- Partner with project leadership to forecast staffing requirements based on project schedules, and business growth.
- Develop recruitment strategies and talent pipelines for difficult-to-fill positions.
- Oversee onboarding, orientation, site mobilization, background checks, and drug and alcohol testing where required.
Employee Relations & Organizational Development
- Act as a trusted advisor to managers and employees on employee relations matters.
- Foster a respectful, inclusive, and high-performance workplace culture.
- Conduct workplace investigations involving harassment, discrimination, misconduct, policy violations, or safety concerns.
- Support conflict resolution and recommend appropriate corrective actions.
- Manage disciplinary processes, terminations, layoffs, reductions in force, and project demobilizations in compliance with legislation and company policies.
- Develop employee engagement and retention initiatives.
Performance Management & Leadership Development
- Administer the organization’s performance management program.
- Coach managers on employee development, performance improvement, documentation, and progressive discipline.
- Lead succession planning initiatives for key operational and leadership positions.
- Identify and develop leadership talent throughout the organization.
- Support career development and individual development planning.
- Identify key leadership training materials and programs
Compensation, Benefits & Total Rewards
- Monitor market trends and recommend competitive compensation strategies.
- Oversee employee benefits programs including group insurance, pension/RRSP, leave administration, and annual enrollment.
- Manage relationships with benefit providers and external HR vendors.
HR Policies, Compliance & Labour Relations
- Develop, implement, and maintain HR policies, procedures, and the employee handbook.
- Ensure compliance with applicable employment standards, human rights legislation, privacy legislation, occupational health and safety requirements, labour legislation, and other regulatory requirements.
- Maintain accurate employee records, HR documentation, certifications, and training records.
- Support internal and external audits.
- Ensure compliance with client prequalification requirements and workforce documentation.
Health, Safety & Wellness
- Partner with Health & Safety leadership to reinforce a strong safety culture.
- Promote employee wellness and mental health initiatives.
- Ensure HR processes align with company safety programs and site-specific requirements.
- Support compliance with applicable safety regulations and client standards.
Training & Development
- Identify organizational learning and development needs.
- Coordinate leadership, technical, compliance, safety, and supervisory training programs.
- Support mandatory industry certifications and regulatory training.
- Monitor training compliance and maintain training records.
- Promote continuous learning across the organization.
HR Systems & Reporting
- Manage the Human Resources Information System (HRIS) and ensure data integrity.
- Produce reports and dashboards related to:
- Recruitment
- Turnover
- Retention
- Workforce demographics
- Absenteeism
- Training
- Employee engagement
- Labour costs
- Recommend process improvements through HR analytics.
Qualifications
Education
- Bachelor’s degree in human resources, labour relations, business administration, or a related discipline.
- Equivalent education and relevant experience may be considered.
Professional Designation
Canada
- Certified Human Resources Professional (CHRP) required.
- Certified Human Resources Leader (CHRL) considered an asset.
Experience
- 5–10 years of progressive Human Resources experience.
- Minimum 3 years in a Human Resources leadership or management role.
- Experience supporting project-based or multi-site operations.
- Experience in mining, heavy civil construction, industrial contracting, manufacturing, engineering, or other safety-sensitive industries strongly preferred.
- Experience supporting both office and field employees.
- Experience with unionized and non-unionized workforces is considered an asset.
- Experience with skilled trades recruitment and workforce planning.
- Experience supporting remote and geographically dispersed operations.
Knowledge, Skills & Abilities
- Comprehensive knowledge of employment legislation and HR best practices.
- Strong understanding of labour relations and collective agreements.
- Knowledge of occupational health and safety legislation and return-to-work processes.
- Experience with workforce planning for project-based organizations.
