Summary Description
The Position Control/Business Analytics Manager manages the district's positions and FTEs for all contractual and hourly positions, with a focus on continued optimization of the Human Resource Information System (HRIS) and its expandable platforms; i.e. ESuite and Benefits Administration. This position maintains all employee changes and data in the HRI system and ensures integration of HRIS with internal and external data sources. The position is responsible for training of middle and end users of the system. The Position Control/Business Analytics Manager provides support to the Assistant Superintendent, and the Executive Director and Director of Human Resources and Legal Services by preparing data reports upon request. This position is responsible for continued optimization of the HRI System through implementation of new platforms and interfaces to enhance employee tracking capabilities and employee Human Resources service experience. This position requires a unique blend of polished executive skills with respect to decorum, communication responsibility and public engagement while balancing the day-to-day operation and technical support needs of the district.
The workload may require longer and more flexible hours to meet necessary deadlines than what is typical of office professionals at the school level. Similarly, the position requires the ability to problem solve successfully with all those who may call with urgent concerns or questions. It is expected that attention and response be provided in an equitable, timely and professional manner. Attention to customer service towards internal clients and external clients is a high priority.
Education and Experience
- Bachelor's degree in a related field preferred.
- Minimum of two years Human Resources experience, preferable in an educational setting.
- Prefered to have extensive knowledge of the current HRIS, New World ERP System.
- Knowledge of other HR Programs and ability to use in conjunction with HRIS programing.
Other Skills and Essential Qualities
- Experience creating, running, and analyzing Business Analytics reports. Ability to assess data needs and to furnish accurate reports upon request.
- Ability to utilize formulas to produce requested data values not able to be extracted from available data sources with accuracy.
- Excellent verbal, written, and interpersonal communication skills.
- Ability to work with confidential information and maintain confidentiality.
- Possess the interpersonal skills and judgment necessary to work effectively with administrators, staff, and the community.
- Solid understanding of process and procedures for hiring new employees, processing status changes and reassignments, and processing terminations. A working understanding of the various personnel issues such as compensation, benefits, worker compensation, unemployment, etc.
- Ability to organize work, set priorities, work under pressure and meet firm deadlines. Must have excellent organizational skills and the ability to handle multiple tasks dependent on different timelines with accuracy and attention given to each.
- Ability to work independently as well as in a team environment.
- Proficiency in computer use for word processing, database management, spreadsheets,
and presentation software. Proficiency in Microsoft Office Products and Google Suites is essential.
- Experience using the advanced features of spreadsheets and database management software required.
Essential Duties and Responsibilities
- Provide a consistent level of professional assistance to support the AAPS Human Resources department goals and objectives.
- Maintain the highest degree of confidentiality. Receive and relay sensitive information from/to the Human Resources and other administrative staff.
- Prepare and handle sensitive and confidential information and correspondence.
- Provide support in all aspects of the HRI System Operation
- Maintain accuracy of employee data in HRI system; perform periodic audits of data components
- Programming of Business Analytic and HRIS Reports for EEOC, MDE Certification, REP data, FMLA/Attendance reports, PERA Requests, Contract renewals
- Monitors and evaluates problems, conditions and needs of the Human Resources Department
- Creation and maintenance of Position Code, GL Code and Hourly Code schemas for all contractual, hourly, and supplemental positions.
- Creation and maintenance of contractual pay grades, hourly pay, and supplemental (SRL) pay grades
- Maintaining and yearly updating of negotiated pay changes for contractual (all bargaining units), hourly and supplemental pay grades in the HRI System
- Liaison between AAPS HR and WISD Finance and H/R Application Support Specialist
- Coordinates with H/R Application Support Specialist to utilize available updates to software from Tyler Technologies
- Attends meetings at WISD as required regarding NW Applications
- Liaison between HR and Payroll for all New World ERP projects
- Liaison between HR and IT for technical support of HRI Systems
- Developing reports in the NW system for Human Resources purposes and per request of other departments.
- Coordinating/collating/merging data from NW and other sources to create requested reports utilizing Business Analytics.
- Preparation of Business Analytics and HRI System Reports for Audits, Grant Reports
- Work with Director of Finance for assignment of GL Codes/Accuracy
- Human Resource reports, such as EEOC, Certification, REP data, FMLA/Attendance reports
- Coordinating the interface between NW and CEO Imaging Software
- Coordinating the interface between NW and AESOP; NW and Applitrack
- Maintenance and Tech support for Teacher Evaluation Software
- Management of Standards for Success Evaluation system
- Integration of STAGES into Standards for Success Evaluation system
- Assign staff to proper evaluator or department
- Full Technical Support for system
- Review staff status for evaluation cycle placement
- Support for Principals and Evaluatees
- Formatting District/Building scores for summative calculations
- Complete prior service certificates for staff
- Determine Tenure eligibility and provide letters accordingly
- Optimization of eSuite Platform for Data Reporting purposes (ie e.g., PERA Requests and ACA reporting) with full utilization to incorporate open enrollment,
status change and life event tracking.
- Management of PCG Collection System for MI AOP reporting
- Liaison to the WISD for Staff Pool List for Medicaid reimbursement.
- Work with Finance and SISS for quarterly reporting.
- Maintain MIAOP district calendar and staff pool list
- Preparation and maintenance of semi-annual State mandated personnel reports (REP, OSHA, EEOC, etc.) for submission
- Responsible for Human Resource Information System (HRIS) Database maintenance and training of Office Personnel
- Development and Maintenance of Database establishing compensation rationale.
- Prepares reports for tracking pay trends for comparison and review
- Creation and maintenance of new PAF design for tracking Employee Changes
- Training of end user personnel using NW PAF system
- Creation and maintenance of new FTE sheet design for tracking new and replacement FTE request.
- Training of end user personnel using NW FTE system
- Creation of position code, GL code, and hourly code schemas for proper administration of HRIS Database
- Regular and consistent attendance.
- Other duties as assigned.
