Project Overview
The Patient Access & Navigation Services team is tasked with the digital planning and implementation of provincial strategic clinical projects, including the provincial Primary Care Program. These complex multi-year endeavors involve arranging oversight meetings, program performance monitoring, and promotion of strategic partnerships between stakeholders.
Key Responsibilities
Lead and support various EHR Modernization initiatives, including management of activities, issues, risks and service change requests to ensure successful and on-time deployment.
Work with internal stakeholders to report project progress and for budgeting oversight, tracking and reporting.
Define, implement and operate the program governance.
Establish/Manage relationships with Agency's product owners.
Establish/Manage relationships with Canada Health Infoway.
Engage with Legal, Privacy and Security authorities to evaluate program responsibilities.
Organize program and activities.
Create and manage short- and long-term goals.
Develop a budget and operating plan for the program.
Develop an evaluation method to assess program strengths and identify areas for improvement.
Manage a team with a diverse array of talents and responsibilities.
Client Engagement and Client Management, including but not limited to health care organizations and technology providers.
Manage Program Go-live schedules.
Manage Project Risk/Issue Management.
Implement and manage changes and interventions to ensure project goals are achieved.
Qualifications & Requirements
REQUIRED: Must be able to work up to 3 days onsite per week in Toronto.
7 to 10 years’ experience project managing digital health projects, ideally with experience deploying clinical software systems, including health information systems, electronic medical records, eReferral solutions and patient portals.
Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning, quality management, risk management and change management)
Excellent Leadership, Team Building, and Communication skills,
including experience with presenting to C-suite and Executive Leadership Groups across the health sector
Strong stakeholder management, vendor relations, planning and resource management skills
Time Management, with the ability to manage tight deadlines and prioritize multiple projects
Collaboration, coordinating tasks, and ensuring that everybody works together effectively, this also involves conflict resolution
Demonstrated experience leading and overseeing program strategy development from inception through to project close-out
Demonstrated ability to develop successful relationship and build agreement with high-level internal and external stakeholders
Demonstrated experience understanding and articulating executive expectations and translating into program deliverables
Experience developing budgets based on multiple funding channels and cross-organization dependencies
Demonstrated experience with privacy and security requirements of software development and integrations in a healthcare or clinical context.
Experience working with healthcare professionals in the field
Knowledge and experience with Electronic Medical Records systems
Experience with the provincial Electronic Health Record and its assets like OLIS, DHDR, & acCDR
Knowledge of clinical workflows and associated business processes
Experience managing programs with complex governance structures, funding streams and many stakeholders
Demonstrated excellent time management, with the ability to manage tight deadlines and prioritize multiple projects
7 to 10 years’ experience program/project managing electronic health-related projects and the complex relationships.
NICE TO HAVE: College/University undergraduate degree in Health,
Computer Science, Engineering, Business or related discipline from a recognized institution or equivalent experience
Skilled certifications: Project Management Professional; Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge and/or Lean Six Sigma
Demonstrated project management software skills and experience e.g. MS Project, MS Teams etc.
Knowledge of Ontario’s healthcare landscape including the Electronic Health Record, EMR Systems (TELUS Health, WELL EMR, and Accuro), Provincial Digital Services, Hospital Information Systems (Epic, Meditech and Cerner) and other Healthcare Information Systems used throughout the province
Experience with health system business implementation and deployment projects
Proven track record working with multidisciplinary teams
Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.
Relationship building, facilitation and influencing skills to successfully partner with internal and external stakeholders
Ability to readily identify, assess and mitigate implementation and adoption issues
Knowledge of change management, business process integration, and/or evaluation/quality improvement, preferably in the health sector
Experience operating in highly political environments and across various organizational cultures
Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements would be an asset
