Reporting to the Project Director, the Area Lead, Non-Process Infrastructure will be responsible for overseeing the design, execution planning, and commissioning of the Windfall Project’s Non-Process Infrastructure (NPI) during the pre-construction phase. The role will be based out of the Montréal office on a 5-2 schedule, Monday to Friday. Increased site presence is expected during construction campaigns.

Duties and responsibilities

- Responsible for managing budgets, schedules, risks, and changes associated with the Non-Process Infrastructure area.
- Responsible for the safe and efficient delivery of the following scope of work:
- oOn-site and off-site warehouses
- oFuel depots
- oWorkshops, office complexes, and buildings
- oDelivery of the new permanent camp and associated infrastructure
- oRestoration of the existing exploration camp and installation of the new permanent camp
- oPotential management of other off-site camps
- oDevelopment of on-site roads and improvement and maintenance of off-site roads during the project phase





- Collaborate with stakeholders to determine the project’s long-term Non-Process Infrastructure (NPI) needs;
- Manage engineering service providers and technical consultants to deliver designs that meet stakeholder needs;
- Oversee the development of cost estimates for the execution of the work;
- Develop execution strategies and plans to deliver NPI safely and efficiently;
- Manage the development of contracting strategies for service delivery and the supply of equipment and materials;
- Oversee the development of commissioning and handover plans to ensure a smooth transition to the operations phase;
- Collaborate with other area leads to ensure integrated design and execution of the operational complex;
- Develop and implement sound engineering, procurement, and construction strategies to achieve project objectives;
- Act as a role model for safe behaviours and ensure the team and subcontractors take a proactive approach to risk;
- Ensure strict compliance with health and safety standards and environmental laws related to infrastructure.

Technical competencies

- Excellent understanding of civil infrastructure and industrial buildings;
- Ability to analyze and validate complex civil engineering drawings;




- Excellent understanding of heavy construction methods, camp logistics, and supply constraints in remote areas;
- Strict knowledge of occupational health and safety laws applicable to large-scale construction sites and environmental standards;
- Mastery of construction performance indicators;
- Proficiency in plan-reading software, planning tools (Primavera P6 / MS Project), and construction management suites.

Required qualifications

- Bachelor’s degree in civil engineering or another relevant field (project management qualifications are a major asset);
- Member of the Ordre des ingénieurs du Québec (OIQ);
- More than 10 years of experience in the mining sector or another relevant industrial sector;
- Experience in managing large-scale projects;
- Experience in planning, execution, and management of non-process infrastructure projects in the mining sector;
- Bilingualism (French and English) required. The incumbent must conduct complex oral and written communications with French-speaking and English-speaking stakeholders on a daily basis.
