Job Summary

We are seeking a Senior Business Analyst – Level 3 to support the design and delivery of complex digital solutions within a cross-functional Agile team.

The ideal candidate will have solid experience across Business Analysis, Product Management, UX, user research, accessibility, Agile delivery, and digital product development . The role will work closely with product owners, UX designers, developers, QA teams, vendors, and business stakeholders.

Key Responsibilities

- Lead business analysis and product activities for complex digital solutions.
- Gather and analyze business and user requirements through stakeholder consultations, workshops, interviews, and research.
- Develop user stories, epics, acceptance criteria, functional and non-functional requirements .
- Manage and prioritize product backlogs, features, and release plans.
- Support Agile/Scrum ceremonies, sprint planning, refinement, and product delivery.
- Lead user-centered design activities including personas, journey maps, user flows, wireframes, mock-ups, and prototypes .
- Apply usability, accessibility, information architecture, and responsive/mobile-first design principles.
- Ensure digital solutions meet WCAG 2.0/2.1 Level A & AA accessibility standards.
- Conduct usability testing, user research, analytics reviews, and continuous product improvement activities.
- Work with development and QA teams on requirements clarification, testing, defects, UAT, and implementation.




- Collaborate with solution delivery vendors and stakeholders to resolve issues and deliver effective digital solutions.
- Prepare project status reports, presentations, recommendations, risks, and decision materials.
- Provide leadership, guidance, and mentorship to project and product teams.

Required Skills & Experience
- Significant experience as a Senior Business Analyst, Product Owner, Digital Business Analyst, or similar role .
- Strong experience with Agile/Scrum and hybrid delivery methodologies .
- Hands-on experience with UX, user-centered design, and digital product development .
- Strong experience with product backlog management, user stories, requirements, and prioritization .
- Experience with user research, usability testing, wireframing, prototyping, and journey mapping .
- Strong knowledge of WCAG 2.0/2.1 Level A & AA .
- Experience with responsive and mobile-first web design.
- Knowledge of information architecture, taxonomy, navigation, and interaction design .
- Experience with tools such as JIRA, Azure DevOps, Confluence, Miro, Balsamiq, InVision, or Adobe Creative Suite .
- Basic knowledge of Microsoft Azure .
- Knowledge of Ontario digital government standards is an asset.
- Strong communication, facilitation, presentation, stakeholder management, and problem-solving skills.
