As the Curriculum Designer for the Police Review Commission (PRC), you'll play a pivotal role in building and evolving a province-wide learning framework that supports a modern, transparent police oversight process. This is a unique opportunity to design cutting-edge learning solutions, influence organizational capability, and create training programs that directly support a newly established public agency during a period of transformational change.
Key Responsibilities
Lead the design, development, implementation, and continuous improvement of the Police Review Commission’s training framework and curriculum.
Manage curriculum and learning projects from planning through evaluation, ensuring stakeholder needs, timelines, and deliverables are met.
Create engaging learning solutions, including instructor-led training, e-learning modules, lesson plans, assessments, scenarios, and supporting materials.
Partner with subject matter experts, consultants, and internal and external stakeholders to identify training needs and develop effective learning solutions.
Conduct needs assessments, job analyses, research, and trend analysis to identify learning gaps and recommend evidence-based solutions.
Develop briefings, reports, correspondence, and recommendations for senior leadership to support informed decision-making.
Build and maintain strong relationships with stakeholders, facilitate consultations, and represent the Commission in meetings and working groups.
Administer learning technologies and ensure training content, programs, and resources remain current, compliant, and aligned with best practices in adult learning.

Qualifications
Minimum Requirements
University degree in education, adult education, instructional design, curriculum design, arts (psychology or related), criminal justice or a related field,
Plus 4 (four) years of significant experience in curriculum design and development or related.
Equivalency
1 year of experience for 1 year of education.
1 year or education for 1 year of experience
Additional Requirements
Expert understanding of methods and best practices in adult learning and curriculum design.
Demonstrated experience leading the design, development, and maintenance of training programs and curriculum from needs assessment through to delivery and evaluation.
Proven ability to lead projects independently, including setting direction, coordinating contributors without formal authority, and bringing work to completion.
Assets
Experience in policing, police oversight, or another law enforcement environment is considered an asset.
Experience developing e-learning content and administering or maintaining a learning management system.
Knowledge of relevant legislation and regulations (e.g., Police Act).
Familiarity with government business processes, including preparing executive decision materials, approval processes, and procurement.
Technical Competencies
Competence in project management principles and application.
Proficiency with e-learning authoring and learning management software (e.g., Moodle, Articulate, Microsoft Office Suite) and the ability to learn new and proprietary software.
Demonstrated strategic thinking and planning skills, including synthesizing and interpreting varied sources of information.
Political acumen and awareness of the sensitivity of police issues to navigate the government’s decision-making process.
Strong interpersonal and consulting skills to establish and maintain effective working relationships across government, stakeholders, and contractors/consultants.

Office located in Edmonton or Calgary (John E Brownlee Building, 10365 97 Street NW, Edmonton or John J. Bowlen Building – 620 7 Ave SW, Calgary)
Hours of work: 7.25 hours per day/ 36.25 hours per week
Monday to Friday 8:15am to 4:30pm
