Job Summary

We are seeking a Senior Business Analyst – Level 3 to support the design and delivery of complex digital solutions within a cross-functional Agile team.

The ideal candidate will have strong experience across Business Analysis, Product Management, UX, user research, accessibility, Agile delivery, and digital product development. The role will work closely with product owners, UX designers, developers, QA teams, vendors, and business stakeholders.

Key Responsibilities

- Lead business analysis and product activities for complex digital solutions.
- Gather and analyze business and user requirements through stakeholder consultations, workshops, interviews, and research.
- Develop user stories, epics, acceptance criteria, functional and non-functional requirements.
- Manage and prioritize product backlogs, features, and release plans.
- Support Agile/Scrum ceremonies, sprint planning, refinement, and product delivery.
- Lead user-centered design activities including personas, journey maps, user flows, wireframes, mock-ups, and prototypes.
- Apply usability, accessibility, information architecture, and responsive/mobile-first design principles.
- Ensure digital solutions meet WCAG 2.0/2.1 Level A & AA accessibility standards.
- Conduct usability testing, user research, analytics reviews, and continuous product improvement activities.
- Work with development and QA teams on requirements clarification, testing, defects, UAT, and implementation.




- Collaborate with solution delivery vendors and stakeholders to resolve issues and deliver effective digital solutions.
- Prepare project status reports, presentations, recommendations, risks, and decision materials.
- Provide leadership, guidance, and mentorship to project and product teams.

Required Skills & Experience
- Significant experience as a Senior Business Analyst, Product Owner, Digital Business Analyst, or similar role.
- Strong experience with Agile/Scrum and hybrid delivery methodologies.
- Hands-on experience with UX, user-centered design, and digital product development.
- Strong experience with product backlog management, user stories, requirements, and prioritization.
- Experience with user research, usability testing, wireframing, prototyping, and journey mapping.
- Robust knowledge of WCAG 2.0/2.1 Level A & AA.
- Experience with responsive and mobile-first web design.
- Knowledge of information architecture, taxonomy, navigation, and interaction design.
- Experience with tools such as JIRA, Azure DevOps, Confluence, Miro, Balsamiq, InVision, or Adobe Creative Suite.
- Basic knowledge of Microsoft Azure.
- Knowledge of Ontario digital government standards is an asset.
- Strong communication, facilitation, presentation, stakeholder management, and problem-solving skills.
