The Real Estate Council of Ontario (RECO) is seeking a Business Analyst. We have one permanent position available to start immediately.

The role

Under the direction of the Manager, Regulatory Compliance Programs, and working closely with Regulatory leadership, the Business Analyst conducts research and analysis to (re)design systems and processes that align with strategic objectives and regulatory projects and initiatives.

This is an integral role that: serves as the liaison between the business, internal technical teams, and 3rd party vendors or consultants, bridging the technical and functional areas of expertise; consults with stakeholders and leads workshops with impacted parties and end users to define current and desired future states, gathers requirements, and assesses business impact of assigned projects and initiatives to align outcomes with expectations; applies sound business analysis methodologies and principles as related to assigned activities and tasks, including adhering to documentation standards and controls, verification of business requirements, analyzing processes and data to identify gaps, dependencies, impacts, and improvement opportunities, maintaining requirements traceability, supporting solution evaluation and user acceptance testing,



validating that proposed solutions meet business and regulatory needs, and communicating analysis findings, decisions, and recommendations to Regulatory Division leadership and other stakeholders.

Position responsibilities

Planning

- Contribute to development of project documentation
- Contribute to team processes and workflows
- Plan and prioritize individual/own assignments, tasks, and workflow to support team performance measures.

Execution

- Complete and report on assigned tasks
- Resolve issues and challenges, escalating as appropriate
- Collaborate with team, internal and external colleagues
- Develop awareness of risks and risk triggers, escalating as appropriate.

- Actively participate in coaching and performance management activities, including setting personal goals and development plans
- Engage in formal and informal learning opportunities that support growth in current role and career aspirations; proactively seek out opportunities to contribute to the organization

Qualifications and experience

- 5-7 years experience in regulatory, oversight, or public-sector transformation roles.
- Demonstrated experience designing and implementing regulatory operating models, governance frameworks, or major organizational reforms.
- Strong understanding of:
- Risk-based regulation
- Administrative law and procedural fairness
- Statutory decision-making environments
- Proven ability to lead complex, multi-stakeholder initiatives with firm timelines.
- Experience managing external consultants and integrators.
- Strong executive communication, briefing, and issue-escalation skills.
- Experience working with or within regulators, administrative authorities, or oversight bodies.
- Familiarity with professional licensing, trust account oversight,



or financial compliance frameworks.
- Experience operationalizing third-party reviews (e.g., audits, legal or forensic reports).
- Exposure to data analytics, regulatory technology, or AI-enabled oversight tools.
