The Residential Tenancies Branch requires a leader who can balance operational excellence, legislative accountability, and organizational transformation. While knowledge of administrative tribunals and residential tenancies is an asset, the successful candidate must demonstrate the ability to lead change, solve complex problems, exercise sound judgment, and build high-performing teams in a dynamic and highly regulated environment.

Duties

Reporting to the Director, the Deputy Director of the Residential Tenancies Branch is accountable for the development, coordination, and the delivery of all operational matters, including quality client service, pertaining to residential tenancies in Manitoba under The Residential Tenancies Act, The Life Leases Act and The Condominium Act. The position is also accountable for the provision of effective leadership, oversight and program management to the Managers of Client Services, Adjudication and Mediation, Rent Regulation and Investigation Services. The position acts as backup to the Director.

Qualifications

Essential

- Post-secondary education in public administration, management, law, business, or an equivalent combination of education, training, and experience.
- Proven ability to lead high-performing teams, influence change, and achieve results through others.
- Demonstrated success leading organizational change, modernization initiatives, service transformation, continuous improvement, or other significant organizational improvements in a complex setting.
- Demonstrated integrity, sound judgment, and the ability to analyze complex issues, make impartial decisions, and implement practical solutions in dynamic, sensitive, high-pressure, or highly scrutinized environments.
- Significant experience interpreting and applying legislation, regulations, policies,



or governance frameworks to support operational and strategic decision-making.
- Experience leading complex operations and establishing operational priorities, performance expectations, and continuous improvement initiatives that achieve measurable results.
- Demonstrated success building and maintaining effective relationships with diverse stakeholders, often with competing interests.
- Strong political acumen, including the ability to exercise tact, diplomacy, and discretion when dealing with sensitive or contentious matters.
- Excellent verbal communication skills, including the ability to communicate complex information to a variety of audiences.
- Excellent written communication skills, including preparing briefing materials, recommendations, correspondence, and advisory documents for senior and executive leadership.

Desired

- Knowledge of administrative law principles, procedural fairness, natural justice, adjudication, mediation, investigations, or regulatory decision-making.
- Knowledge of The Residential Tenancies Act, The Life Leases Act, The Condominium Act, or other comparable legislative and regulatory frameworks.

Conditions of Employment

- Must be able to travel throughout the province as required.
- Must be able to attend challenging housing environments as required.
- Must have a valid class 5 driver's licence.
- Must be able to work in-person 5 days a week excluding statutory holidays.
