Job Summary: Reporting to the Executive Director and as a member of the Leadership Team, the Manager, Finance provides strategic and operational leadership for the Agency’s financial management, planning, reporting, and stewardship. The Manager serves as a strategic financial advisor to the Executive Director, Leadership Team, and Board of Directors, using financial, service, and staffing data to support evidence-informed decisions, resource allocation, risk management, and long-term sustainability. The position ensures the responsible stewardship of public funds, compliance with Ministry and regulatory requirements, and solid financial controls while considering the impact of financial decisions on children, youth, families, communities, and its employees.
The Manager leads the Finance team and builds collaborative relationships across the Agency, the Board, funders, auditors, financial institutions, and external partners.
:
▪Financial Planning, Analysis & Stewardship
- Lead annual budgeting, forecasting, financial reporting, and multi-year financial planning.
- Monitor revenues, expenditures, cash flow, budget performance, service pressures, and financial risks, identifying trends and recommending appropriate action.
- Integrate financial, service, staffing, and operational data to support resource allocation and evidence-informed decision-making.
- Provide strategic financial advice to the Executive Director and Leadership Team regarding organizational priorities, emerging pressures, opportunities, and long-term sustainability.
- Ensure responsible stewardship of public funds and alignment of financial resources with strategic priorities and outcomes for children, youth, and families.
- Oversee accounting, financial reporting, payroll controls, accounts payable/receivable, procurement, banking, investments, contracts, and other financial functions.
Board Governance & Financial Reporting
- Prepare and present accurate and timely financial statements, budgets, forecasts, variance analyses, and financial risk information to the Board and its committees.
- Translate complex financial information into clear, plain-language reports and recommendations that support the Board's fiduciary responsibilities and decision-making.
- Support the Executive Director and Board in understanding significant financial trends, assumptions, pressures, risks, and sustainability considerations.
Risk, Compliance & Internal Controls
- Maintain effective financial policies, procedures, systems, and internal controls that safeguard Agency resources and ensure accountability.
- Identify and monitor financial, operational, funding, and compliance risks and develop appropriate mitigation strategies.
- Lead the annual external audit and ensure timely implementation of recommendations.
- Ensure compliance with applicable accounting standards, Ministry funding and reporting requirements,
accountability agreements, legislation, Agency policies, and regulatory requirements.
Child Welfare Funding & Strategic Partnership
- Maintain current knowledge of Ministry funding, child welfare financing, accountability requirements, and relevant legislation and policy.
- Monitor and assess the financial implications of changes in funding, service demands, staffing, legislation, and Ministry expectations.
- Prepare financial analyses, reports, and submissions for the Ministry and other funders.
- Work collaboratively with organizational leaders to balance fiscal responsibility, service quality, workforce considerations, equity, and organizational sustainability.
Leadership & Relationships
- Lead, coach, and develop Finance staff, establishing clear expectations and promoting accountability, collaboration, learning, belonging, and wellness.
- Build effective relationships with managers, Board members, auditors, funders, government representatives, financial institutions, and sector partners.
- Strengthen financial literacy and accountability across the Agency by supporting managers in understanding and managing their budgets.
- Lead continuous improvement of financial processes, systems, reporting, and practices.
- Demonstrate integrity, professionalism, sound judgement, collaboration, and commitment to equity and Truth and Reconciliation.
Other: · Ensure compliance with applicable legislation and provide leadership in developing and maintaining safety in the workplace including safety planning and conducting accident/incident investigation and reporting.

Child Welfare & Regulatory Knowledge – Understands Ministry funding, child welfare financing, accountability agreements, reporting requirements, legislation, audits, and financial controls.
Communication – Communicates complex financial information clearly and in plain language and produces high-quality reports, presentations, analyses, and recommendations.
Accountability & Attention to Detail – Maintains accuracy and integrity across financial statements, audits, payroll, procurement, budgeting, reporting, and internal controls.
Required Qualifications:
Education:
- University degree in Accounting, Finance, Commerce, Business Administration, Public Administration, or a related field, or equivalent education and experience;
- Professional accounting designation (CPA) preferred;
- Minimum five years of progressively responsible financial management experience, preferably in the public, not-for-profit, or child welfare sector; OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Knowledge and Skills:
- Demonstrated experience in budgeting, forecasting, financial analysis and reporting, audit, internal controls, payroll oversight, procurement, and risk management.
- Experience providing financial advice to senior leadership and presenting financial information to Boards or governance committees.
- Strong knowledge of applicable accounting standards and public-sector funding and accountability requirements.
- Sound knowledge of Ontario child welfare funding, Ministry reporting requirements, and the child welfare regulatory environment is preferred.
- Demonstrated leadership and people-management experience.
- Strong analytical, communication, relationship-building, organizational, problem-solving and attention to detail skills.
- Demonstrated commitment to equity, inclusion, Truth and Reconciliation, and culturally responsive practices.
- High degree of integrity, accountability, accuracy, and professional judgement.
Job Type: Full-time Pay: $96,451.00-$111,814.00 per year
