The Intermediate Measurement Specialist provides technical measurement, regulatory,

and operational support to Blue Chip MRC's upstream and midstream oil and gas clients. The role combines field-based measurement expertise with data analysis,

regulatory compliance, production accounting support, and practical operational problem-solving.

Working within Blue Chip's measurement and regulatory team, the Intermediate

Measurement Specialist is responsible for ensuring that measurement systems,

volumetric data, metering documentation, and associated reporting processes are accurate, reliable, compliant, and defensible.

The position requires an individual who can work independently in both field and office environments, collaborate effectively with Operations, Maintenance, Engineering,

Production Accounting, and regulatory teams, and recognize when measurement issues have operational, financial, or regulatory consequences.

The successful candidate will have a strong working knowledge of oil and gas measurement practices and Alberta regulatory requirements, particularly AER Directive

017 and Directive 060, with familiarity with Directive 076 considered an asset. They will be comfortable reviewing measurement data, investigating discrepancies, supporting audits, coordinating field measurement activities, and translating technical findings into practical recommendations.

Key Responsibilities

Measurement & Data Integrity

● Review, validate, and trend volumetric measurement data to identify discrepancies, anomalies, and potential measurement integrity issues.

● Investigate facility imbalances, allocation discrepancies, proration concerns, and other measurement-related issues.

● Review measurement points and associated data to ensure volumes are accurately represented for operational and reporting purposes.

● Support the identification and resolution of measurement issues that may affect production accounting, regulatory reporting, or facility performance.

● Review and maintain metering schematics to ensure they accurately reflect field equipment, measurement points, reporting boundaries, and current operating conditions.

● Support the development, review, and standardization of measurement procedures and practices.

Field Measurement & Technical Support

● Coordinate and/or oversee meter maintenance, calibration, proving, sampling,

and testing activities.

● Provide technical support to field Operations and Maintenance personnel when measurement issues arise.





● Review field measurement installations and provide practical recommendations for improving measurement accuracy, reliability, and maintainability.

● Support measurement activities associated with gas, liquid, fuel, flare, and vent systems.

● Provide operational insight into field testing, measurement practices, and equipment performance.

● Work with instrumentation and field personnel to troubleshoot measurement equipment and systems.

● Assist with separation-system and test-equipment reviews where required.

Regulatory Compliance

● Apply Alberta regulatory requirements to day-to-day measurement activities, with particular emphasis on AER Directive 017 and Directive 060.

● Support compliance with applicable measurement, accounting, reporting, and facility requirements.

● Identify potential regulatory gaps and recommend practical corrective actions.

● Support development and maintenance of Measurement Accounting Reporting

Plans (MARPs).

● Assist with Enhanced Production Audit Program (EPAP) activities and other measurement-related compliance initiatives.

● Provide measurement and regulatory input to new developments and facility changes in conjunction with Engineering and Operations.

Production Accounting & Reporting

● Support monthly production accounting and measurement reporting processes.

● Review measurement information used for regulatory and production reporting.

● Assist with reporting delineation reviews and ensure measurement information aligns with reporting requirements.

● Investigate discrepancies between field measurements, facility balances,

production accounting records, and reported volumes.

● Provide clear technical explanations for measurement adjustments and discrepancies.

● Support documentation and evidence requirements associated with regulatory submissions and audits.

Audits & Assurance

● Lead or participate in internal and external measurement audits.

● Support audit preparation, evidence gathering, responses, and corrective-action follow-up.

● Identify measurement and reporting risks through gap assessments and routine reviews.

● Ensure technical documentation and field evidence are sufficiently complete and defensible to withstand regulatory or client scrutiny.

● Assist clients in addressing measurement audit findings and implementing sustainable corrective actions.

Management of Change & Engineering Support





● Participate in Management of Change (MOC) processes involving measurement systems and facility modifications.

● Review P&IDs;, metering schematics, and related engineering documentation.

● Identify measurement implications associated with new facilities, equipment changes, or changes to reporting configurations.

● Provide measurement recommendations to Engineering and Operations during project development and implementation.

● Verify that field changes are appropriately reflected in measurement documentation and reporting systems.

Optimization & Cost Management

● Identify opportunities to reduce unnecessary measurement maintenance and operating costs without compromising measurement integrity or regulatory compliance.

● Evaluate measurement maintenance programs and recommend improvements to frequency, scope, and execution.

● Identify opportunities to standardize measurement practices across facilities.

● Support clients in prioritizing measurement-related capital and operating expenditures based on risk, compliance requirements, and expected operational benefit.

● Apply practical commercial thinking when recommending measurement improvements.

Client & Team Collaboration

● Develop solid working relationships with client Operations, Maintenance,

Engineering, Production Accounting, and regulatory personnel.

● Communicate technical measurement issues clearly to both technical and non-

technical stakeholders.

● Work independently at remote facilities while maintaining strong communication with the Blue Chip team.

● Produce clear, professional technical documentation, reports, recommendations,

and correspondence.

● Share knowledge and mentor junior measurement personnel as appropriate.

● Represent Blue Chip MRC professionally and consistently with its emphasis on responsiveness, accuracy, accountability, and executional excellence.

Required Qualifications / Experience

● 3 - 5 years direct measurement experience within oil and gas

● Experience with field-based measurement evaluations

● Proficient in Bluebeam

● Proficient in technical writing and reporting

● Well versed in BCER, AER, and SK MER Regulatory Documentation

Required Certifications or Tickets, if applicable

● H2S Alive

● First-Aid

● CAPPA considered an asset

● Emissions & Reporting experience considered and asset

● Willing to travel up to 20% of the time to client sites for inspections

Pay: $80,000.00-$95,000.00 per year
