MAINTENANCE MANAGER The Opportunity
Reporting to the Director of Housing, the Maintenance Manager provides leadership and operational oversight for maintenance, repair, renovation and preventive maintenance activities across residential properties managed by the Nunatsiavut Housing Commission (NHC). The position manages maintenance staff and contractors, supports housing repair projects from planning through completion, and helps ensure work is completed safely, efficiently, within budget and in accordance with applicable building codes, standards and NHC requirements.
Key Responsibilities
· Lead, supervise and support maintenance staff, including work planning, scheduling, performance expectations, training and day-to-day operational direction.
· Plan and manage maintenance and repair projects, including project schedules, budgets, resources, risks, contractor coordination, progress tracking and reporting.
· Conduct and coordinate property inspections; develop, review and manage scopes of work for repairs, renovations and capital improvements.
· Ensure work is completed in accordance with applicable building codes, occupational health and safety requirements, technical standards and approved scopes of work.
· Manage inventory of materials, tools, equipment and assets across NHC operations, including ordering, receiving, tracking, storage and allocation to projects and communities.
· Support procurement and contracting activities, including developing requirements, obtaining quotations, preparing and reviewing tender documentation, coordinating evaluations and administering contractor work in accordance with applicable procurement requirements.
· Use and support public tendering processes and platforms, including MERX, as required.
· Coordinate with contractors, consultants, engineers, tradespeople, suppliers, community staff and other stakeholders to support timely project delivery.
· Monitor maintenance budgets, project costs and resource use,
and provide clear documentation and reports to the Director of Housing.
· Respond to urgent maintenance and safety concerns and assist with prioritizing repairs based on risk, need, available resources and approved programming.
· Travel regularly to Labrador Inuit communities and other locations as required to complete inspections, oversee projects, meet with staff and contractors, and support maintenance operations.
Who You Are
You are an experienced manager with a strong understanding of building maintenance, construction and project delivery. You are comfortable leading teams across multiple locations, managing competing priorities, preparing scopes of work, coordinating contractors, maintaining accurate inventory and project records, and working within formal procurement and tendering processes.
Qualifications
· Minimum five years of relevant experience in facilities, property, construction or maintenance management, preferably in public housing, government or a multi-site environment.
· Demonstrated management and supervisory experience, including staff scheduling, performance management, resource allocation and team development.
· Demonstrated project management experience with repairs, renovations, construction or capital projects, including budgets, schedules, contractors and reporting.
· Strong working knowledge of building systems, building codes, safety regulations and construction/maintenance practices.
· Experience developing, reviewing and administering scopes of work and coordinating technical inspections.
· Experience with inventory management, materials planning,
purchasing and asset control.
· Understanding of procurement, tendering, bid evaluation and contract administration; familiarity with MERX or similar electronic tendering systems is preferred.
· Bachelor’s degree or diploma in Facilities Management, Construction Management, Engineering, Project Management, Public Administration or a related field is preferred; equivalent combinations of education and experience will be considered.
· Engineering education/designation or a Journeyperson trade certification is considered an asset.
· Valid driver’s license and ability and willingness to travel regularly, including travel to remote communities and by various modes of transportation as required.
· Knowledge of Inuit culture, language and community dynamics is highly desirable; bilingualism in Inuktitut and English is an asset.

Significant travel to all communities is associated with this role.
35hrs per week, possibility of additional hours required on occasion.
