Client: Supply Ontario – RQ00810 We are looking for a highly experienced Senior Project Manager/Leader to provide project management leadership for large-scale, complex, high-profile, and high-risk OPS I⁢ initiatives.

The ideal candidate will have extensive experience managing infrastructure development projects, public sector business cases and funding acquisition, competitive procurements, complex project plans, executive relationships, large project budgets, procurement initiatives, vendor management, and project governance.

Must Have

- Executive-level briefing experience.
- Previous experience successfully managing infrastructure development projects.
- Experience with public sector business case/funding acquisition and competitive procurements.
- Experience managing large-scale, complex, integrated project plans and implementation plans. Candidates should mention the budget of projects managed.
- Experience managing executive relationships and dealing with senior executives.
- PMP (Project Management Professional) certification.
- Extensive experience managing procurement and purchasing initiatives, including vendor management, contract administration, acquisition processes, and procurement compliance.
- Demonstrated experience meeting all mandatory qualifications outlined in the PM technical requirements.

Description Responsibilities

- Provides project management on large-scale, complex, high-profile, and high-risk projects for OPS I⁢ initiatives.
- Ensures project deliverables meet clients’ business requirements on time, within scope, and within budget, with a focus on cost-effectiveness, efficiencies, and compliance with OPS project management methodologies and frameworks.

General Skills

- Leads organizational development, strategy development, business planning, and Ministry funding requests.
- Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
- Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met.
- Experience developing and managing project schedules, deliverables, and scope.
- Ability to promote I⁢ project management best practices and adherence to standard methodologies.
- Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
- Sources, selects, and onboards team members in various disciplines, clarifies roles and responsibilities, and sets task, deliverable,



and performance expectations for resources that are both OPS unionized employees and fee-for-service (FFS) consultants.
- Resolves resourcing and interpersonal conflicts, negotiates changes to resourcing, and ensures knowledge is shared among team members to achieve project objectives and deliverables.
- Develops complex project budgets based on multiple funding channels and cross-ministry dependencies.
- Effectively manages large project budgets and ensures a high level of fiscal control and accountability, including estimates, forecasts, and reconciliation/confirmation of actuals.
- Proactively identifies potential risk events and issues before they occur so that proper mitigation strategies can be developed.
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision-makers.
- Establishes and participates in steering committee and stakeholder forums.
- Provides project, program, and/or portfolio reporting to multiple stakeholders at senior executive levels.
- Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects, including concept, definition, planning, implementation, and close-out.
- Promotes OPS I⁢ standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and effective use of I⁢ resources.
- PMP (Project Management Professional) certification.
- Extensive experience managing procurement and purchasing initiatives, including vendor management, contract administration, acquisition processes, and procurement compliance.
- Demonstrated experience meeting all mandatory qualifications outlined in the PM technical requirements.

Desirable Skills

- Knowledge and understanding of Project Management Institute's Project Management Body of Knowledge (PMBOK).
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.
- Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
- Ability to make recommendations on the acquisition of software, hardware, and technology resources.
- Experience managing and coordinating project monitoring, anticipating and troubleshooting issues, providing ongoing expertise, resolving problems, and improving project effectiveness.
- Ability to identify conflicts between project and functional areas and develop responses to successfully address those conflicts.
- Ability to manage client relationships, set and manage expectations, provide updates as required, and identify potential conflicts between project and functional areas.





Deliverables The Successful Candidate Will Be Expected To Demonstrate

- Previous experience in successfully managing infrastructure development projects.
- Experience with public sector business case/funding acquisition and competitive procurements.
- Experience with procurement processes and with similar procurement challenges, ensuring a clear understanding of the OPP’s unique requirements.
- Knowledge and experience in project-managing large-scale innovative initiatives.
- Experience managing large-scale, complex, integrated project plans and implementation plans.
- Experience in identifying project scope and managing stakeholder expectations.
- Experience managing executive relationships and dealing with senior executives.
- Excellent analytical, problem-solving, and decision-making skills to conduct a comprehensive review of current procurement processes, identifying inefficiencies, bottlenecks, and opportunities for improvement.
- Demonstrated proficiency in change management, providing a plan to facilitate a smooth transition for the procurement team during the implementation phase.
- Excellent verbal and written communication skills.
- Knowledge of fiscal/budgeting elements of large-scale projects.
- Highly developed interpersonal and negotiation skills.
- Ability to work independently and as part of a team.
- Track record of meeting deadlines.

Assignment Type This position is currently listed as Hybrid . Location 2–3 days onsite , subject to project and business requirements.
