Position Overview The Ontario Public Service is seeking a Senior Solutions Designer to design and develop complex technology solutions that align with business requirements, OPS standards, policies, best practices, security requirements, and cost models.

The successful candidate will work closely with business, functional, technical, and project teams to translate business requirements into scalable, accessible, highly available, and effective application solutions. Strong hands-on experience with Oracle Siebel CRM and/or Adobe AEM, solution implementation, business and functional design documentation, application flows, and business architecture artefacts is essential.

Key Responsibilities

- Design hosting and application technology solutions based on client service specifications, business requirements, OPS standards, policies, best practices, and cost models.

- Gather and analyze business requirements and translate them into technical and functional solutions.

- Develop Business Design Documents, including functional and non-functional requirements.

- Develop Functional Design Documents and high-level application flows supporting business requirements.

- Create detailed process flows and high-level screen designs that map business processes to application views.

- Design solutions that incorporate user experience, accessibility, WCAG, and AODA requirements.

- Conduct user research and usability testing.

- Develop user personas and user journey maps.

- Analyze user feedback and design solutions addressing user issues and pain points.

- Create wireframes and high-fidelity mockups using tools such as Figma or Adobe XD.

- Develop business/system use cases and identify and document business rules.

- Develop and maintain business requirements documentation and business architecture artefacts.

- Identify project and technology risks and recommend appropriate solutions.

- Develop quality assurance plans and write test cases.

- Develop test strategies, scenarios, plans, and documentation supporting User Acceptance Testing (UAT).

- Develop application view visibility and CRUD (Create, Read, Update, Delete) matrices.

- Create application screen mock-ups and screen flows and translate designs/workflows into wireframes or prototypes.

- Research and apply relevant technology and industry best practices.

- Participate in solution development and provide advice regarding short- and long-term technology service development.

- Assess existing systems for technical performance, capacity, condition, expansion, renovation, or replacement requirements.

- Participate in planning, migration, implementation, and sustainment of large and complex system development initiatives.

- Work effectively with functional and technical teams and bridge business requirements with technical implementation.





- Support change management activities and work effectively within aggressive timelines.

Requirements

Mandatory Technical & Solution Design Requirements

Candidates must demonstrate

1. 7+ years of experience designing solutions using Oracle Siebel CRM or Adobe AEM technologies.

2. 7+ years of experience with Siebel and Adobe AEM solution implementation.

3. Experience developing Business Design Documents, including:

- Functional requirements

- Non-functional requirements

Experience developing high-level application flows to support business requirements.

Experience developing Functional Design Documents.

Demonstrated experience creating and updating business architecture artefacts.

Experience creating detailed process flows and high-level screen designs that map process steps to application views.

Experience designing solutions incorporating UX and accessibility standards, including WCAG/AODA.

Experience conducting user research and usability testing.

Experience developing user personas and user journey maps.

Experience analyzing user feedback and designing solutions to address user issues and pain points.

Experience creating wireframes and high-fidelity mockups using UI prototyping tools such as Figma or Adobe XD.

Experience researching and applying industry best practices.

Demonstrated experience developing business/system use cases and identifying/documenting business rules.

Demonstrated experience creating and performing analytical processes for Business Requirements Documents (BRDs).

Demonstrated experience identifying risks and providing appropriate solutions.

Demonstrated experience creating QA plans and test cases.

Demonstrated experience documenting test strategies, test scenarios, test plans, and UAT plans.

Demonstrated experience with change management methodologies.

Demonstrated experience with Rational Unified Process (RUP).

Ideal Candidate Profile The ideal candidate is a Senior Solutions Designer with 7+ years of relevant solution design and implementation experience, particularly within Oracle Siebel CRM and/or Adobe AEM environments. They should have strong experience translating business requirements into functional and technical designs, developing business architecture artefacts, application/process flows, wireframes and prototypes, and supporting UAT/QA activities.

Candidates should also be comfortable working in a large enterprise/public-sector environment, collaborating with business and technical stakeholders, and working 100% onsite Monday to Friday.
