Manager of Children's Services

Children's Services Department

Status: Temporary Full-Time

Salary (2026 Grid 8): $63.69-$74.99

Location: Brockville, Ontario

POSITION SUMMARY:

Reporting directly to the Director, Community and Social Services, the Children’s Services Manager is responsible for both the planning, management, administration and oversight of the Child Care and Early Years system in Leeds and Grenville. In accordance with the Child Care and Early Years Act (2014) and its associated Provincial regulations and guidelines as well as the direct service delivery of EarlyON Child and Family Centres, Child Care fee subsidy and Special Needs Resourcing. In addition, the position will adhere to the Occupational Health and Safety Act as well as United Counties of Leeds and Grenville Policies and procedures.

QUALIFICATIONS:

Education, Certification & Licenses

- Bachelor degree (B.A., B.S.W., Business) in a relevant Social Science, Social Work or Business/Public Administration Program.

Experience

- Minimum of five years relevant experience in the field of social services, with a focus on children’s services
- Minimum of two years relevant experience in a senior management position and demonstrated ability to motivate and supervise staff.
- Management experience in working within a unionized environment

Knowledge, Skills, Abilities & Competencies

- Excellent knowledge of children’s services programs (child care, family resource programs, EarlyON), and community partner agencies.
- Ability to manage change while effectively leading staff.
- Knowledge of community services and an awareness of trends and issues that impact on Children’s Services.
- Demonstrated community development and planning skills.
- Proficient quantitative and qualitative research skills.
- Excellent analytical abilities and demonstrated ability to develop innovative responses to multi-faceted issues.
- Strong project management, organizational and interpersonal skills.
- Excellent presentation, facilitation and leadership skills.
- Thorough knowledge and experience in budget development and management.
- Exceptional verbal and written communication skills and the ability to deal with Counties’ management, department staff and individuals serviced by the programs offered.
- Experience and commitment to program evaluation, ability to analyze complex situations and develop recommendations for change.
- Ability to interpret and implement policies and procedures.
- Comprehensive knowledge of the Employment Standards Act and human resources practices and principles.
- Knowledge and ability to function in a Microsoft Office setting.
- Experience in working across departments in a collaborative approach.
- Ability to manage a heavy workload, undertake multiple complex tasks simultaneously and meet deadlines.
- Valid driver’s license and vehicle are required for the position.
- Work outside normal business hours as requested and/or required.

SUMMARY OF POSITION RESPONSIBILITIES: Activity 1: Strategic Children’s Services System Planning & Policy Leadership (approximately 25%)

- Provide strategic and operational leadership for the Child Care and Early Years service system across Leeds and Grenville.
- Interpret and implement provincial legislation, regulations, directives, funding frameworks, and system initiatives, including evolving early learning and child care funding and policy requirements.
- Develop and maintain service system plans in accordance with provincial legislation, directives, community needs, and identified service priorities.
- Lead the identification and analysis of service gaps, emerging trends, demographic changes, community needs, and system pressures affecting children and families.
- Develop, review and implement policies, standards, guidelines, funding criteria, and program initiatives that support quality, affordability, accessibility, equity, and sustainability.
- Provide strategic advice to the Director, senior management, Joint Services Committee, and Counties Council on children’s services issues, trends, risks,



funding priorities, and system requirements.
- Prepare reports, recommendations, briefing notes, presentations, and other materials for Council, committees, senior leadership, elected officials, and government partners.
- Lead local system transformation and continuous improvement initiatives in response to provincial and community priorities.
- Act as a municipal spokesperson and advocate on children’s services and early learning matters, including preparation of delegation materials and briefing notes for elected officials.

Activity 2: Financial Management, Funding & Contract Administration (approximately 25%)

- Manage and administer the Children’s Services budget and associated provincial funding programs, including a multi-million-dollar annual budget exceeding $30 million.
- Oversee the allocation, administration, monitoring, and reconciliation of funding agreements with child care operators and community agencies.
- Support and assist Corporate Finance as required to ensure financial integrity, accountability, audit compliance, and appropriate controls for provincial and municipal funding.
- Administer funding streams, including cost-based funding, wage subsidy, major capital funding, and other applicable provincial funding programs.
- Exercise delegated authority to reallocate funding in response to emerging needs, system pressures, and service priorities while maintaining fiscal sustainability
- Prepare, monitor, and administer annual departmental budgets and associated funding submissions in collaboration with Corporate Finance.
- Support Corporate Finance in the preparation and submission of Ministry financial and service accountability reports, including required provincial reporting and EFIS submissions.
- Act as a designated/authorized approver for applicable financial and service accountability reporting
- Negotiate, review, execute, and monitor service contracts, agreements, leases, and other contractual arrangements with service providers and community agencies in collaboration with Corporate Finance.
- Ensure contracted agencies meet prescribed service levels, funding requirements, policies, standards, procedures, and legislative obligations.
- Prepare requests for proposals, tenders, requests for quotations, and other procurement documentation as required.
- Identify, assess, and mitigate financial, contractual, legislative, and service delivery risks.

Activity 3: Program Operations, Service Delivery and Quality Improvement (20%)

- Provide oversight of the direct delivery of EarlyON Child and Family Centres, Child Care fee subsidy, and Special Needs Resourcing services.
- Oversee the delivery and operational effectiveness of the Special Needs Resourcing Program and monitor targets, outcomes, and compliance requirements.
- Monitor direct service delivery programs to ensure effective, efficient, equitable, and responsive services.
- Evaluate program results, outcomes, service effectiveness, and operational practices and implement improvements based on evidence and identified community needs.
- Lead the development and implementation of tools, processes, and initiatives that improve service efficiency, effectiveness, accessibility and quality
- Oversee research and evaluation activities designed to measure program effectiveness, quality, equity, and community impact
- Direct supervision and performance management of staff.
- Champion innovative approaches to service delivery that respond to the diverse needs of children and families across Leeds and Grenville.
- Ensure programs and services respond to changing demographics, emerging community needs, and identified service gaps.
- Monitor operational risks and implement appropriate mitigation strategies to maintain continuity and quality of service.

Activity 4: Leadership,



Human Resources and Labour Relations (15%)

- Provide direct and indirect leadership and supervision to Children’s Services staff.
- Establish a positive, collaborative, accountable and results-oriented work environment that supports employee engagement, innovation, and high-quality service delivery.
- Recruit, orient, supervise, develop, evaluate, and manage the performance of departmental employees in accordance with Counties policies, procedures, applicable legislation, and the OPSEU Collective agreement.
- Provide ongoing performance management, coaching, and development and establish action plans to address performance challenges and support employee success.
- Administer applicable Human Resources policies, procedures, and collective agreement provisions.
- Support the Director in preparation, negotiation, and administration of collective bargaining matters.
- Exercise appropriate judgement in employee relations matters and consult with Human Resources as required.
- Lead organizational change initiatives and support employees through changes to programs, services, legislation, funding models, and operational requirements.
- Promote teamwork and collaboration across the department and broader Community and Social Services Division.
- Participate in management, senior leadership, departmental, and cross-divisional meetings and committees.

Activity 5: Community, Government and Stakeholder Relations (approximately 15%)

- Develop and maintain strategic partnerships with school boards, public health, community agencies, child care operators, municipalities, provincial ministries, and other organizations supporting children and families.
- Represent the United Counties of Leeds and Grenville on regional, provincial, and community committees, tasks forces, advisory tables, and planning groups.
- Serve as the designated OMSSA Children’s Services lead for Leeds and Grenville and represent the Counties on the Eastern Regional Children’s Services CMSM Committee.
- Lead consultation and engagement with service providers, families, community organizations, and other stakeholders to inform service planning and system priorities.
- Represent the Counties in provincial and regional policy discussions and advisory forums.
- Provide presentations and facilitate discussions with Council, committees, community organizations, service providers, government representatives, and other stakeholders.
- Communicate complex program, policy, funding, and service system matters in a clear an accessible manner.
- Build collaborative relationships that support integrated service delivery, resource sharing, system capacity, and improved outcomes for children and families
- Respond to emerging community issues and service concerns using sound judgement, evidence, and a collaborative problem-solving approach.
