About Niagara District Airport (YCM)

Located in the heart of the Niagara region, Niagara District Airport (YCM) serves as a premier gateway to Niagara's wineries, theatres, golf courses, festivals, casinos, and the world-famous Niagara Falls. YCM has a 5,000-foot runway and is home to a wide variety of aviation activity, including tourism air tours, corporate and private charter traffic, Air Canada's motorcoach service, and flight training.

Niagara District Airport recently released a new Master Plan, which outlines a vision to grow the facility from a small aviation facility to a modern regional hub, welcoming scheduled commercial service to and from Niagara.

YCM is jointly owned by the City of Niagara Falls, City of St. Catharines, and Town of Niagara-on-the-Lake, and is governed by a nine-member Commission.

About the Role - Position Summary

Niagara District Airport Commission is seeking an experienced dynamic Project Manager to lead the execution and implementation of the 2025 – 2045 Master Plan. Reporting to the Chief Executive Officer, the successful candidate will play a key role in advancing YCM’s Airport Redevelopment Project. This includes the planning, procurement, design and construction of multimillion dollar projects which include runway and taxiway expansions, terminal expansion and associated groundside and utility infrastructure, while ensuring compliance with all federal, provincial and municipal regulatory requirements.

This position requires strong project management skills, strategic thinking, problem-solving abilities, and effective collaboration with cross-functional teams.

Summary of Duties

- Provide project management services, including the management of consultants, and recommendation and implementation of standards for design work for ongoing and future infrastructure projects. Establish and maintain master project schedules,



risk registers, cash flow forecasts, detailed project budgets and program – project reporting to ensure strong project governance and oversight.
- Manage multi-faceted team of consultants and provide leadership on behalf of the airport.
- Provision and presentation of information to specific stakeholders, including the Niagara District Airport Commission, external boards and agencies, airlines, aviation partners, industry partners, and municipal councils.
- Ensure that design projects are consistent with municipal by-laws, health and safety regulations, provincial regulations, and federal regulations, including Airport Zoning Regulations.
- Ongoing stakeholder and resident engagement; receives and answers inquires related to Airport Redevelopment Project by telephone or email.
- Composes routine correspondence and applications as necessary for provincial and federal approval agencies such as the MECP and MTO; aware of new legislation and comply with recent and existing standards.
- Procurement and contract administration including preparation of technical specifications, tender packages, RFPs for design services, and construction contracts. Evaluation of contractor selection, negotiation of terms and change orders. Administer contracts, progress payment and quality assurance protocols and process.
- Perform other duties as assigned related to the Airport Redevelopment Project and Airport Master Plan.

Qualifications

- Post-secondary education in Civil Engineering,



Construction Management, Archeticture or related discipline. A registered Professional Engineer designation (P.Eng.) is preferred.
- Five to ten years experience in project management, with broad, multi-disciplinary experience; Project Management Professional (PMP) certification considered an asset.
- Demonstrated experience applying engineering and project management theories, practices, and trends to manage large contracts and projects.
- Ability to deal effectively with consultants, members of the public, elected officials, and representatives of other levels of government through various engagement opportunities including meetings, presentations, and commission/council reports.
- Experience managing consultants and sub-contractors on a large-scale project.
- Proven leadership skills with the ability to influence, collaborate, and negotiate cross functionally to achieve desired results.
- Knowledge of statuses, regulations, and by-laws related to airport redevelopment.
- Experience in aviation and/or municipal government considered a robust asset.
- Demonstrated track record managing private, public or municipal capital projects valued between $5M - $50M dollars.

- Type and duration: Full-time, two-year contract
- Status: Salary, non-union
- Hours: 40 hours per week, Monday to Friday, 8:30 a.m. to 5:00 p.m.
