We are seeking a detail-oriented Proposal Specialist to join the Norland Projects team at our Burnaby Head Office.

Reporting to the Vice President of Pre-Construction, the Proposal Specialist will be responsible for coordinating the proposal (RFQ / RFP) development and proposal management process, including distribution, team coordination/organization, communication, writing, editing, and creating proposal packages. You will apply your knowledge and expertise to ensure that information flow is efficient, professional and timely, and all client-facing materials are of the highest quality.

Duties &

- Responsibilities

- Leads the proposal management process, including the coordination of information from contributors and following up on action items to ensure a streamlined collaborative process
- Analyzes the pursuit requirements and establishes a plan for developing the proposal submission package
- Reviews scope of proposal work, identify subcontractor packages and secure subcontract content for inclusion in the proposal, if required and in coordination with the Technical Lead
- Researches, writes, edits, and proofreads standard and customized proposal content, including executive summaries, project descriptions, team qualifications, cover letters, and corporate information
- Coordinates proposal schedules, kick-off meetings, milestone reviews, and internal approval processes to ensure submission deadlines are achieved
- Monitors the progress of all pursuit activities for adherence to deadlines, client requirements, and quality standards
- Creates qualified, visually compelling proposal submissions that align with Norland branding standards
- Develops branded documentation and templates, leveraging best practices from the Norland Projects team
- Maintains and updates standard corporate response content, templates, and boilerplate materials in collaboration with applicable Business Units to support proposal development for repeat clients and recurring pursuits
- Maintains proposal resource libraries, including resumes, project profiles, and qualification materials, in collaboration with applicable Business Units.

Qualifications &

- Skills

- Strong English language and technical writing skills, and an aptitude for understanding technical terminology
- Attention to detail, coupled with the ability to proofread and edit material, and identify errors and omissions
- Minimum of 5 years of relevant proposal development experience, preferably with BC infrastructure projects or a similar environment
- Knowledge of industrial construction RFP and EOI processes including bonding, safety, quality control, project controls, addenda, RFI’s, contract types and commercial requirements are an asset
- A self-motivated team member, who goes above and beyond the task at hand by continually looking for ways to enhance the content and style of proposal responses
- Can effectively multitask and who is capable of handling shifting priorities within a demanding deadline-orientated environment
- Flexibility to work overtime to meet proposal deadlines when required
- Ability to read industrial construction drawings and specifications is an asset
- Previous experience in consulting, engineering or legal and/or major project joint venture experience are desirable
- Strong computer skills: Proficiency in MS Office

- Adobe Creative Suite including InDesign and Photoshop, and SharePoint Online are desirable

Compensation The role is a permanent, full-time position with a typical starting salary range of $80,000 to $100,000 per annum. Variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, and prevailing market conditions for the specific role.
