Position: Full-Time, Temporary [40 hours per week; 3 month contract]

POSITION SUMMARY

The Scale House Attendant is responsible for the safe and efficient operation of the scale and scale house at the Kenloch Waste Management Facility (KWMF). Under the supervision of the Lead Hand & Director, this position serves as the primary public-facing staff at the facility’s entrance and exit, ensuring the accurate weighing, classification, and documentation of all materials entering or leaving the site.

As a key contributor to the overall safety, security, and efficiency of the facility, the Scale House Attendant ensures all customers and haulers comply with municipal and provincial approvals, rules, and environmental regulations, maintaining professionalism and courtesy when communicating site policies or addressing challenging interactions. This role combines technical scale operation, customer service, financial transaction processing, data management, and regulatory compliance to support the municipality’s waste-management operations.

KEY RESPONSIBILITIES

- Maintain courteous, skilled, and positive public relations with residents, commercial haulers, and visitors at all times.
- Safely and accurately operate the scale to weigh all incoming and outgoing vehicles and materials.
- Record, verify, and maintain accurate data in the Strong Data scale-tracking software, including customer details, load types, and points of origin, ensuring information accuracy (name, address, contact, account type).
- Communicate site rules, acceptable materials, and disposal procedures clearly and respectfully.
- Direct and coordinate customer and visitor traffic to ensure safe, efficient vehicle movement throughout the worksite, and maintaining clear, ongoing communication with on-site staff to coordinate customer and visitor locations. This is critical to ensure all personnel are aware of traffic flow and activity within their work areas.

- Provide accurate and consistent information on tipping fees, accepted materials, and procedures to support clear operations and ensure customers understand facility expectations.

- Identify and reject any materials not permitted under the facility’s Approval to Operate or provincial guidelines, communicating with customer when required.




- Process debit payments for daily transactions and outstanding invoices through the POS system, maintaining discretion and confidentiality with customer data and payment information; support reconciliation of reports with the Department of Finance.

- Facilitate audits of waste material as required by provincial guidelines.

- Manage and de-escalate conflicts or confrontational situations calmly and professionally to ensure personal and public safety. Instances of harassment, aggression, or unsafe behaviour, must be reported immediately, with assistance requested from the Lead Hand or other available staff before proceeding.
- Ensure all site security measures, including gate locks, scales, and security cameras, are functioning properly, and control vehicle access for only authorized users to enter disposal and drop-off areas.
- Support site upkeep as directed, including maintaining the scale-house and surrounding areas in a clean, safe, and orderly condition.
- Actively identify and advise facility staff of materials or items that may be suitable for the Reuse Diversion Program, supporting the municipality’s waste diversion.
- Collaborate effectively with colleagues, supervisors, and management to promote a safe and positive workplace culture, while contributing to continuous improvement initiatives that advance operational efficiency, service quality, and environmental responsibility.

KNOWLEDGE, SKILLS & ABILITIES:
- Demonstrated commitment to a safe work culture, incorporating safe work practices in daily activities, and attending training as required.
- Strong communication and interpersonal skills, with the ability to engage effectively and respectfully with the public, contractors, and coworkers, even in challenging or confrontational situations.
- Proven organizational, data-entry, and time management abilities with a high level of accuracy and attention to detail.
- Dependable, punctual, and adaptable to changing work priorities and schedules, including occasional overtime or weekend shifts.
- Proficient with computer applications, digital payment systems,



and operational software (i.e. Strong Data, POS systems).
- Comfortable to work independently with minimal supervision and as part of a collaborative team, demonstrating accountability, sound judgment, and initiative.
- Capable of performing moderate physical work in a semi-exposed environment, with the ability to stand or sit for extended periods in a small space.
- Ability to maintain discretion and confidentiality with respect to all matters pertaining to the municipality.

QUALIFICATIONS:
- High school diploma or equivalent General Education Diploma (GED).

- Experience in a related field; municipal or public service experience considered an asset.
- Familiar with Strong Data or similar scale-tracking software considered an asset.
- Valid WHMIS and First Aid certification considered an asset.
- Valid class 5 driver’s licence with clean driver’s abstract.

SAFETY: The Municipality is committed to providing a safe and healthy work environment. The Scale House Attendant is expected to:
- Ensure all policies and procedures set forth by the Municipality of the County of Inverness are always observed.
- Abide by and implement municipal policies and procedures to ensure compliance with all Provincial and Federal Acts, Regulations, and Guidelines, including the Nova Scotia Environment Act.
- Report all work situations which are suspected of being unhealthy or unsafe.
- Report any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
- Report all near-misses and incidents.
- Report related injuries or property damage regardless of severity.
- Submit reports on accidents and other hazardous conditions discovered and promptly tend to all hazardous situations.
- Participate in site inspections and assist with the implementation of corrective actions as required.
- Perform duties in accordance with the Kenloch Waste Management Facility Operations and Maintenance Manual and all applicable approvals to operate.
