Position: Housing Co-operative ManagerReports To: Board of DirectorsHours of Work: 28 hours per weekSchedule: Regular business hours with some evening work requiredSalary: $70,0001. POSITION SUMMARYThe Housing Co-operative Manager is responsible for the effectiveand professional management of the co‐operative's day‐to‐dayoperations, subject to the overall direction, policies, and decisionsof the Board of Directors.The Manager acts as an authorized representative and agent of theco‐operative within the authority delegated by the Board and isaccountable for ensuring that the co‐operative's financial, property,administrative, occupancy, legal, and operational responsibilitiesare carried out effectively and in accordance with applicablelegislation, funding requirements, by‐laws, policies, and regulations.The Manager provides professional support and operational adviceto the Board of Directors and membership, supervises co‐operativestaff, coordinates contractors and professional service providers,and maintains appropriate relationships with government agencies,community organizations, and broader co‐operative housingsector.2. CORE RESPONSIBILITIESA. FINANCIAL MANAGEMENTThe Manager has overall responsibility for the financialadministration and management of the co‐operative. Financialresponsibilities may be performed directly by the Manager orthrough the supervision of the co‐operative's Bookkeeper andadministrative staff.The Manager is responsible for:Ensuring compliance with all financial requirements associatedwith the co‐operative's funding programs.Ensuring that all Rent‐Geared‐to‐Income (RGI) applications areprocessed accurately and in accordance with the co‐operative'sby‐laws and applicable municipal regulations.Administering the co‐operative's Arrears and Spending By‐lawsand ensuring their consistent application.Establishing and maintaining appropriate financial controls tosafeguard the co‐operative's financial resources.Preparing the co‐operative's annual operating and capitalbudgets, including proposed market housing charges, forconsideration and approval by the Board of Directors.Reviewing and presenting monthly financial statements to theBoard of Directors and identifying significant variances,financial concerns, or matters requiring Board attention.Preparing and presenting additional financial reports asrequired, including member arrears, cash‐flow reports, capitalforecasts, investment reports, and other financial analyses.Administering accounts payable, including the review andprocessing of invoices and preparation of cheques.Ensuring that the co‐operative's reserve funds are appropriatelyinvested and managed in accordance with Board‐approvedpolicies and applicable requirements.Maintaining accurate, complete, and confidential financial andadministrative records.B. PROPERTY MANAGEMENT, MAINTENANCE & BUILDING OPERATIONSThe Manager is responsible for the overall maintenance andphysical condition of the co‐operative's property and for developingand maintaining effective property‐management andmaintenance program.The Manager is responsible for:Maintaining comprehensive property, maintenance, inspection,and repair records.Developing and implementing a routine and preventivemaintenance program.Ensuring that an effective capital plan is developed, reviewed,and kept current.Retaining, coordinating, and supervising qualifiedtradespeople, contractors, consultants, and other servicesproviders in accordance with the co‐operative's by‐laws andpolicies.Ensuring that each housing unit is inspected at least annuallyand whenever a member moves out.Ensuring that appropriate life‐safety systems, emergency‐response procedures,



and building‐security measures areestablished and maintained.Ensuring that the co‐operative complies with applicable firecode, elevator‐code, electrical‐safety requirements, and otherstatutory and regulatory requirements relating to the property.Monitoring maintenance activities and ensuring that requiredrepairs and services are completed appropriately and in atimely manner.Providing maintenance and property‐management reports tothe Board of Directors as required.C. OCCUPANCY, VACANCY & UNIT MANAGEMENTThe Manager is responsible for developing and implementing aneffective strategy to maintain full occupancy of the co‐operative andminimize vacancy loss.The Manager is responsible for:Marketing available housing units, as required, to fill vacancies.Ensuring that vacant units are promptly inspected, repaired,and restored to market‐ready condition following a membermove‐out.Administering the co‐operative's internal and external waitinglists.Administering agreements and working relationships withsupport‐service agencies, where applicable.Coordinating move‐outs, internal transfers, and move‐ins in anefficient and timely manners to minimize vacancy loss.Ensuring that occupancy‐related procedures are administeredconsistently and in accordance with applicable by‐laws,policies and regulations.Providing monthly vacancies, occupancy, and marketing reportsto the Board of Directors.D. LEGAL, REGULATORY & CORPORATE COMPLIANCEThe Manager acts on behalf of the co‐operative, within delegatedauthority, to support compliance with all applicable legal, regulatory,contractual and reporting requirements.The Manager is responsible for:Liaising with the co‐operative's legal counsel and coordinatinglegal matters as directed by the Board.Maintaining the co‐operative's minute book, corporate records,and other required documentation.Ensuring that audited financial statements and required reports,notices, and filings are submitted to applicable government andregulatory authorities within prescribed timelines.Ensuring that the co‐operative operates in accordance withapplicable program requirements, the provincial Co‐operativeAct, privacy legislation, and other laws and regulationsaffecting the co‐operative.Assisting the Board of Directors with eviction hearings andworking with legal counsel to obtain writs of possession, werenecessary.Working with legal counsel on other legal proceedings andmatters arising from the operation and administration of the co‐operative.Maintaining effective working relationships with federal,provincial and municipal housing agencies.Liaising, as required, with municipal and community agencies,including police, fire services, utility providers, and otherrelevant authorities.Identifying and reporting legal, regulatory, and operationalissues to the Board in a timely manner.Providing the Board with appropriate information andrecommendations regarding legal and compliance matters such asthey arise.E. BOARD & GOVERNANCE SUPPORTThe Manager is responsible for providing professionaladministrative and operational support to the Board of Directors andfor contributing to effective governance of the co‐operative.The Manager is responsible for:Providing the Board with accurate, timely, and clearly presentedinformation and professional advice required to supportinformed decision‐making.Ensuring that Board meetings are properly planned,



organized,and supported.Preparing relevant reports, documentation, and information forBoard consideration.Ensuring that accurate records and minutes of Board meetingsare maintained.Supporting the implementation of Board‐approved decisions,policies, and directives.Coordinating an annual Board planning session.Promoting effective two‐way communication between theBoard of Directors and membership.Working collaboratively with the Board to ensure that membersreceive transparent, accurate, and timely information regarding the co‐operative, its operations, policies, and membershipresponsibilities.Supporting a positive culture of accountability, transparency,respect, and effective communication within the co‐operative.3. STAFF & OPERATIONAL SUPERVISIONThe Manager is responsible for the hiring, direction, coordination,and supervision of co‐operative staff within the authority delegatedby the Board of Directors.The Manager will:Supervise the Co‐operative Administrative Assistant,Maintenance Worker, Bookkeeper, and other staff asapplicable.Assign and coordinate work responsibilities to ensure effectiveday‐to‐day operations.Monitor staff performance and ensure that assignedresponsibilities are completed appropriately and withinestablished timelines.Provide directions, support, and guidance to staff as required.Coordinate the work of contractors, tradespeople, consultants,and external service providers.Ensure that staff and contractors perform their responsibilities inaccordance with applicable policies, procedures, legislation,and professional standards.Promote a qualified, respectful, secure, and productiveworking environment.4. PROFESSIONAL EXPECTATIONSThe Housing Co‐operative Manager is expected to:Exercise sounds like professional judgment and discretion.Maintain strict confidentiality regarding member, financial,personnel, and corporate information.Demonstrate strong organizational and time‐managementskills.Manage multiple priorities effectively and meet establisheddeadlines.Communicate professionally and respectfully with Boardmembers, co‐operative members, staff, contractors, governmentrepresentatives, and external stakeholders.Maintain accurate and well‐organized records.Identify operational, financial, property, and compliance issuesproactively and bring significant matters to the attention of theBoard.Conduct all responsibilities in a manner consistent with the co‐operative's by‐laws, policies, values, and approved direction ofthe Board of Directors.5. WORKING CONDITIONSThis is a 28‐hour‐per‐week management position.The Manager is expected to maintain a schedule that supports theoperational requirements of the co‐operative. Some evening workmay be required to attend Board meetings, member meetings,planning sessions, or other co‐operative activities.The position requires the ability to manage a diverse range ofresponsibilities involving financial administration, propertymanagement, staff supervision, regulatory compliance, Boardsupport, member relations, and general building operations.6. ACCOUNTABILITYThe Housing Co‐operative Manager reports directly to the Board ofDirectors and is accountable for carrying out the responsibilities ofthe position within the authority delegated by the Board.The Manager is expected to maintain regular communication withthe Board and promptly report significant financial, operational,property, legal, compliance, occupancy, or member-related mattersrequiring Board awareness or direction.The Manager is also expected to keep the co‐operative informed of developments within the broader co‐operative housing sector and to maintain appropriate professional relationships with relevant housing organizations, agencies, and service providers
