This position is responsible for conducting comprehensive care service inspections, reporting on, and monitoring private facilities as per the CCF and NH Act, Regulations, Operational and Care Service Standards for Private Nursing Homes (NH) and Community Care Facilities (CCF). This position also assists and conducts complaint and events investigations and is required to participate in related discussions with operators and Directors of Care. Inspectors are called on to provide expert advice and recommendations based on current best practices.

Duties will include but are not limited to:

- Conduct comprehensive inspections of licensed community care facilities and private nursing homes in accordance with the Community Care Facilities and Nursing Homes Act and Regulations to ensure compliance.
- Review and evaluate all available evidence against inspection standards, which can include areas such as staffing patterns, nursing/care service practices, policies and procedures and documentation.
- Assess and evaluate all records and services provided to residents, i.e., supportive services, laundry, housekeeping, personal care, nursing services, assessment of levels of care, care plan design and development and implementation.
- Recommend referrals for additional expert advice regarding the management of complicated issues such as self neglect, aggressive behaviours, palliative care, adult protection, psycho-geriatric consultations, mental health and community-based resources.
- Provide supportive educational services to operators and managers regarding care and regulatory process (policy and care plans) and assists in building staff knowledge capacity.
- Provide expert nursing knowledge regarding best practices and risk reduction in care services, e.g. long-term care clinical standards, falls prevention, person centered care,



referral resources for in-depth assessments and specific community expertise e.g. allied health professionals.
- Provide results of inspections to the CCFNH Consultant and collaborate with the Consultant regarding recommendations and proposed follow-up.
- Advise operators of areas where facility does not meet standards providing advice and direction on necessary corrective actions and monitoring operator’s response to recommendations.
- Gather all relevant evidence and information on a complaint or reported significant event. Conduct investigation interviews with residents, families, care staff and management of the facility and reviews of resident records.
- Determine the necessary corrective actions or recommendations that should be taken by the facility to maintain compliance with the legislation.
- Conduct research on best practices in gerontological nursing topics.
- Develops policy related to inspections process and gerontological nursing topics.
- Collaborate and consult with Health PEI staff to assist with augmenting care services in private facilities (i.e. adult protection, McGill Centre, Community Mental Health, SMHRT Team, and other community-based resources).
- Assist with the coordination of prompt referrals to relevant agencies/other providers when necessary (e.g., RCMP, Adult Protection, Public Trustee, Public Guardian, and Home Care).
- Other related duties as required.

Minimum Qualifications:

- Baccalaureate degree in nursing with considerable experience in gerontological nursing or a RN diploma with extensive experience in gerontological nursing.
- Must be eligible for registration with the Prince Edward Island College of Nurses and Midwifery.
- Demonstrated experience in nursing leadership/supervisory work.
- Experience in nursing in a variety of health care settings is preferred.
- Must have proven leadership and facilitation skills and the ability to build and maintain effective working relationships and partnerships.
- Experience and knowledge interpreting relevant legislation and regulations i.e. CCFNH Act,



Public Health Act, Occupational Health & Safety Act, and other related legislation.
- General knowledge of Fire Safety Codes, Mental Health Act, Adult Protection Act, and other relevant legislation.
- Excellent communication (interpersonal and writing) skills; robust organizational, analytical, report writing and decision-making skills.
- Works effectively, both independently and as part of a team.
- Proficient use of personal computers with Microsoft office skills.
- Have completed the National Certified Investigator and Inspector Training (NCIT) course through CLEAR learning or willing to complete it within 6 months of hire.
- A good previous work and attendance record.
- The successful applicant must provide a satisfactory Criminal Records Check with vulnerable sector screening prior to beginning employment.

Other Qualifications:

- Experience in Conflict Resolution and Adult Education considered an asset.
- Certification in Gerontological Nursing or willingness to obtain within three years of employment in this position considered an asset.
- Additional relevant education and experience will be considered an asset.
