Reports To: Director of Community Workforce Development and Asset Management

Term: Full-time, Permanent

Compensation: $63,000.00 - $75,000.00 annually

Position Purpose

Citxw Nlaka'pamux Assembly (CNA) was created in 2013 as a powerful and unifying voice for eight Nlaka’pamux Bands regarding the Teck Highland Valley Copper Mine. It is governed by a Board of Directors appointed by the eight Participating Bands. Headquartered in Merritt, BC, with a workforce of over 60, CNA provides training and job readiness along with cultural, social, and technical programming to the over 3035 members of the eight Participating Bands.

Citxw Nlaka'pamux Assembly (CNA) is seeking a dedicated Employment & Training Manager to lead the delivery of employment and training services for members of the eight Participating Bands. The ideal candidate will possess strong leadership, relationship-building, and program management skills, along with experience working with Indigenous communities and a commitment to culturally safe and responsive service delivery. The Employment & Training Manager oversees departmental operations, develops and implements employment and training initiatives, fosters relationships with employers, funders, and community partners, and ensures members have access to meaningful employment opportunities, training, certifications, and career development supports.

Primary Duties

- Manage client intake, needs assessment, training/certification planning, and employment placement/readiness, including walk-ins,
- Manage the Employment and Training Department by efficiently delegating tasks and responsibilities as required,
- Coordinate and collaborate with partners and potential employers to meet employment and training commitments and provide member access to employment,
- Document and report member-employment grievances and challenges to senior management for proper corrective action,
- Develop and report on work plans with internal and external partners to set key objectives and performance metrics for the employment and training department,
- Develop and track annual and project budgets reflecting the annual work plan and strategic plan,
- Ensure compliance with relevant partnership commitments (e.g. HVC Participation Agreement) as it relates to employment and training,
- Collaborate with Participating Bands to understand community-specific employment and training needs, including frequent travel to communities for needs assessment and relationship-building,
- Research and submit third-party funding applications to bolster membership opportunities,




- Identify opportunities for in-house expertise to bring to communities as training,
- Develop reports to inform on departmental activities as required,
- Develop internal and external policies and procedures that foster culturally competent, safe and respectful workspaces,
- Build relationships with other employment and training service providers to maximize the impact and efficiency of service delivery,
- Collaborate with the Grant and Statistics Specialist and other stakeholders to identify and secure external funding opportunities that increase departmental resourcing, and
- Other ad hoc duties as assigned by the Director of Community Workforce Development and Asset Management or designate.

Knowledge, Skills and Abilities
- Ability to handle confidential information with professionalism and discretion,
- Knowledge of and experience working with Indigenous cultures, heritage, languages, histories, and traditional practices,
- Willingness to learn, or knowledge of, nłeʔkepmx cultural values and protocols while recognizing and respecting cultural diversity,
- Commitment to providing tools, resources, and opportunities that empower Members to achieve their employment and career goals,
- Ability to provide leadership, coaching, and guidance to staff and support a positive team environment,
- Strong organizational, prioritization, time management, and multitasking skills,
- Strong computer skills, including proficiency with Microsoft Office Suite, particularly Excel, and
- Ability to build and maintain effective relationships with community members, employers, and partner organizations.

Experience and Requirements
- Post Secondary education in Human Resources, Business Administration, Community Development, Indigenous Studies, Adult Education, Employment Services, or a related field, or an equivalent combination of education and experience,
- Minimum 2 years of experience in employment, training, workforce development, community development, or a related field,
- Previous supervisory or leadership experience is preferred.
- Experience working with Indigenous communities and a demonstrated understanding of Indigenous employment and training priorities,
- Experience working with diverse teams and stakeholders,
- Experience researching, collecting, analyzing, and reporting data, including preparing reports and related documentation,




- Experience assisting with or managing project and program budgets is an asset,
- Experience identifying, applying for, or administering grant and funding opportunities is an asset,
- Commitment to working in a culturally safe, diverse, and inclusive environment,
- Valid BC Class 5 Driver's Licence and access to a reliable personal vehicle,
- Willingness and ability to travel regularly throughout Participating Band communities, including attending meetings, job fairs, community events, and relationship-building activities, and
- Completion of a satisfactory Vulnerable Sector Check is required.

Work Environment
- Schedule: Monday through Friday between 8:30am and 4:30pm, less one-hour unpaid lunch, with fluctuation when needed. On average, 35 hours per week, with the expectation that the Manager will complete the workload and work to ensure deliverables are met. As per the BC Employment Standards Act (BCESA) Managers are not eligible for overtime,
- Reporting Office Location: Office work will be conducted from the CNA office at 2025 Granite Ave, Merritt BC, with the expectation of in-community work as required,
- Vacation: 2 weeks paid vacation (10 working days), accrued at 0.84 per month,
- Winter Break: 2 weeks paid (max 10 working days),
- Benefits: 50% benefit premiums paid by employer,
- Pension: Pension matching (percentage increasing with years of service), and
- Personal and Career development: As part of total compensation, we supply full time permanent employees with the means to advance their skills and education.
