We are seeking a Consultant, First Nations Relations to plan and deliver consultation and engagement programs for BC government and Crown corporation projects across British Columbia, including transportation, infrastructure, energy, and other public-sector initiatives.

Working collaboratively with First Nations, clients, contractors, and multidisciplinary project teams, the successful candidate will plan, coordinate, document, and report on consultation and engagement activities that support relationship commitments, project requirements, and Crown expectations.

This role contributes to respectful, defensible, and well-documented project outcomes through thoughtful planning, sound judgement, responsive communication, and disciplined records management.

The position is well suited to someone building their consulting, coordination, and analytical skills in First Nations consultation, engagement, and public-sector project delivery. The successful candidate will be organized, methodical, and detail-oriented, with the ability to consistently deliver high-quality work in a regulatory environment with complex requirements and compressed timelines.

Compensation

$33.00 - 48.00 per hour (equivalent to $64,350 - $93,600 per year). Compensation is based on experience, qualifications, and demonstrated expertise, with flexibility for exceptional candidates.

Location

This position may be performed remotely from anywhere in British Columbia, with hybrid and office-based options available for candidates located in Victoria or Vancouver.

What You'll Do The Consultant, First Nations Relations supports BC government and Crown corporation First Nations consultation and engagement through planning, coordination, documentation, relationship support, and integrated project delivery.

Consultation and Engagement Planning

- Develop consultation plans, engagement approaches, schedules, budgets, materials, and meeting plans aligned with work orders and project needs.
- Provide First Nations with clear, timely, accessible project information; support meetings and community sessions; and document outcomes and follow-up actions.
- Understand and respond to First Nations interests and concerns, identify practical options,



and support consent- and consensus-seeking approaches.
- Coordinate with client leads to verify that consultation aligns with applicable processes, protocols, agreements, Crown expectations, and relationship commitments.

Project Integration and Advisory Support

- Participate in BC government and Crown corporation project teams, ensuring consultation requirements are reflected in schedules, decisions, approvals, and deliverables.
- Provide practical advice on First Nations interests, reconciliation, consultation risk, and engagement approaches that support relationships and project progress.
- Support project managers and technical specialists in their interactions with First Nations and prepare First Nations Relations content for regulatory and permitting documents.
- Identify issues requiring additional resources or management attention and escalate them early with recommendations.

Agreements, Opportunities, and Relationships

- Support negotiation and implementation of project-related agreements, protocols, and capacity funding arrangements.
- Help identify First Nations procurement, employment, and training opportunities aligned with First Nation interests and project needs.
- Build and maintain respectful relationships with First Nations, clients, contractors, and internal team members.

Documentation and Quality

- Prepare status updates, engagement summaries, consultation records, correspondence, briefing materials, and recommendations; maintain accurate records of issues, interests, commitments, decisions, and follow-up actions.
- Complete work in line with approved work orders, consultation plans, engagement approaches, TWC quality standards, confidentiality, ethical conduct, and client service expectations.
- Respond promptly to client requests, maintain regular contact with the First Nations Relations Manager and TWC portfolio lead, and flag significant changes or resourcing needs early.

Required Qualifications

- 7+ years of relevant experience,



preferably in public-sector, Crown corporation, resource-based, or consulting environments, including work across multiple projects in a cross-cultural First Nations setting.
- Relevant undergraduate degree or equivalent combination of education and experience in public administration, law, First Nations studies, communications, anthropology, economic development, or a related discipline.
- Strong knowledge of First Nations consultation and engagement in British Columbia, including Crown expectations, historic context, cultural considerations, and relationship-based practice.
- Ability to plan and deliver consultation and engagement work, including schedules, budgets, documentation, coordination, and reporting.
- Strong communication, facilitation, negotiation, problem-solving, conflict-resolution, and relationship-building skills.
- Proficiency with Microsoft Office applications, including SharePoint, with the ability to maintain accurate and timely documentation.
- Alignment with TWC's values and principles, with the ability to thrive in a collaborative, fast-paced, and dynamic consulting environment.
- Valid Class 5 driver’s licence and ability to travel throughout British Columbia.

Preferred Qualifications

- Experience with Crown corporations, major infrastructure or transportation projects, regulatory First Nations Relations content, agreements, or First Nations economic opportunities.
- Indigenous lived experience that contributes to team-based, multi-lens project delivery and helps inform how Indigenous perspectives are collectively understood, represented, and integrated into consulting work.
