Bridlewood Child Learning Centre (B.C.L.C.) located in Kanata, Ontario is presently looking to hire a full-time, permanent Director following the retiring of their present Director of 38 years. The individual will report to the Chair of the Board of Directors. B.C.L.C. is a non-profit licensed child care centre with two (2) preschool classrooms and one (1) toddler classroom, with a capacity of 63 spaces.
The individual will oversee 15 personnel - 9 full-time program staff, 1 full-time cook, 3 split-shift program staff, 1 part-time housekeeper, and 1 full-time administrative assistant.
We are seeking an experienced and collaborative Director to provide operational, financial, pedagogical, and administrative leadership for a licensed, non-profit child care learning centre. Key Responsibilities
Financial Leadership and Funding Management
● CWELCC & Subsidy Management: Administer and ensure strict compliance with the Canada-Wide Early Learning and Child Care (CWELCC) funding model, including fee reductions, base funding requirements, and reporting schedules to the City of Ottawa.
● Subsidy & Enrolment Billing: Manage the City of Ottawa Child Care Fee Subsidy system, reconciling attendance records with municipal billing portals for subsidized spaces.
● Budget Oversight: Develop, monitor, and balance the annual operating budget for a 63-space facility, ensuring optimal enrolment across all three (3) classrooms to maintain financial sustainability. Overseeing and / or maintaining financial records and ensuring accuracy with reporting and record keeping for all income and expenses.
● Grant Optimization: Apply for and manage municipal and provincial funding streams, including Wage Enhancement Grants (WEG), provincial workforce compensation funding, and special needs resourcing.
Team Leadership and Human Resources
● Staff Supervision: Oversee a team of 15 personnel, providing direct leadership to 9 Full-Time Educators (RECEs), 3 Split-Shift Staff (to maintain ratios in the morning and afternoon), 1 Full-Time Administrative Assistant, 1 Full-Time Cook, and 1 Part-Time Housekeeper.
● Scheduling & Coverage: Design and manage complex staff schedules to guarantee that educator-to-child ratios (as dictated by O. Reg. 137/15) are strictly maintained at all times, seamlessly integrating split-shift hours.
● Pedagogical Leadership: Guide educators in implementing How Does Learning Happen, ensuring that the three (3) classrooms reflect inquiry-based learning, inclusive environments, and pedagogical documentation.
● Performance Management:
Conduct regular performance reviews, mentorship sessions, and address progressive discipline if required.
● Professional Development: Ensure all Registered Early Childhood Educators (RECEs) maintain good standing with the College of ECE and fulfill continuous professional learning requirements.
Compliance, Health and Safety
● Ministry Licensing: Serve as the primary point of contact for the Ministry of Education licensing advisors. Maintain the centre in a constant state of inspection readiness under the CCEYA.
● Ottawa Public Health (OPH) Compliance: Serve as the primary point of contact for the OPH Inspectors. Enforce all OPH guidelines regarding infectious disease control, food safety, sanitization protocols in both the kitchen and the classrooms, and mandatory immunization tracking for children and staff.
● Policy Enforcement: Regularly update and enforce the centre’s Program
Statement, parent handbook, emergency management policies, and reliable occurrence reporting procedures.
Operations and Board-Related Responsibilities
● Administrative Delegation: Supervise the Administrative Assistant to ensure efficient handling of waitlists (utilizing the City of Ottawa Child Care Registry and Waitlist - CCRAW), accounts receivables, accounts payable, payroll, ordering supplies, and family on boarding.
● Board: Identify, assess and inform the Board in a timely manner of internal and external issues that affect, or may potentially affect BCLC. Act as an advisor to the Board of Directors, including compliance with and recommendations regarding policy, and process. Coordinate and attend Board meetings including preparation and dissemination of Agenda packages, Minutes and action items.
● Inclusion Support: Collaborate with Children’s Inclusion Support Services (CISS) in Ottawa to secure funding, resources, and staffing modifications for children with exceptionalities.
Family and Community Relationships
● Parent Communication: Maintain transparent, supportive, and professional communication with families. Address parent concerns, behavioural challenges, and developmental milestones collaboratively.
● Community Networking: Represent the centre at municipal child care sector tables, local school board transition meetings, and community networks within Ottawa.
What You Bring
● Education: Diploma or Degree in Early Childhood Education (ECE).
A post secondary certificate or degree in Child Care Management, Business Administration, or Leadership is a highly valued asset.
● Professional Registration: Must be a Registered Early Childhood Educator (RECE) in good standing with the Ontario College of Early Childhood Educators or Otherwise Approved by the Ministry of Education.
● Experience: A minimum of 3 to 5 years of supervisory or assistant director experience in a licensed child care setting in Ontario. Working knowledge of the Child Care Licensing System (CCLS).
● Funding Knowledge: Proven, practical experience working with the City of Ottawa’s Child Care Information Management System (CCIMS) or managing provincial child care funding/CWELCC frameworks.
● Clearances: Current Negative Vulnerable Sector Check (VSC) issued within the last 6 months, and up-to-date immunization records as required by Ottawa Public Health.
● Certifications: Valid Standard / Intermediate First Aid and CPR Level C certificate.
