HSE Manager - Fraction Energy Services

Position purpose:

The HSE Manager leads health, safety and environment support for Fraction Energy Services water transfer operations. The position provides strong regulatory oversight and leads thorough incident investigations while working with operations to identify hazards, establish effective controls and verify performance in the field.

Key accountabilitiesRegulatory compliance:

· Interpret applicable occupational health and safety requirements and advise leaders on how to meet them in day-to-day field operations.

· Monitor regulatory obligations across the locations where Fraction operates; coordinate inspections, notices, responses and required records with the appropriate internal leaders.

· Act as an HSE contact for regulators and clients as assigned, communicating facts accurately and meeting reporting and response timelines.

· Identify compliance gaps, recommend action and track closure with supporting evidence.

Incident investigation and learning:

· Lead reliable incident and high-potential near-miss investigations, including scene preservation, evidence collection, interviews, chronology and analysis of contributing factors.

· Prepare clear, factual investigation reports that distinguish established findings from matters still under review and meet internal, client and regulatory requirements.

· Develop corrective actions with accountable operations leaders; verify implementation and field effectiveness, and share lessons across relevant teams.





· Maintain investigation records and support timely external submissions as required.

Operational risk and field leadership:

· Visit worksites regularly to coach crews and supervisors, review work practices and assess whether controls are understood and used.

· Partner with operations to improve hazard assessments, job task analyses, procedures and controls for water transfer equipment, hose handling, line filling and other field activities.

· Support critical risk reviews and escalation when work conditions change or controls are ineffective.

· Oversee HSE aspects of orientation, contractor management, training and competency verification in coordination with operations.

Systems and communication:

· Maintain relevant HSE procedures, inspection processes and records; use field observations and trends to recommend system improvements.

· Provide concise, evidence-based updates to division and HSE leadership on incidents, regulatory matters, action status and significant risks.

· Work with supervisors, managers and other divisions to apply consistent standards and share effective practices.

Qualifications and experience:

· Progressive HSE experience in oil and gas field services, water transfer or comparable industrial operations,



including direct support to field teams.

· Demonstrated strength in regulatory interpretation, compliance management and communication with regulatory authorities.

· Demonstrated ability to lead complex incident investigations, evaluate evidence, identify contributing factors and write defensible reports.

· Working knowledge of Alberta occupational health and safety requirements, with the ability to learn and apply requirements in other operating jurisdictions.

· Strong judgment, communication, organization and follow-through; ability to challenge unsafe conditions constructively and work effectively with crews and leaders.

· Professional safety designation such as CRSP or CSP is a strong asset.

Working requirements:

· Based in Grande Prairie, Alberta, with regular travel to field locations.

· Valid driver’s licence and ability to meet the travel and site access requirements of the role.

· Availability to support incident response and time-sensitive regulatory matters when required.

Role scope:

The HSE Manager provides technical direction and recommendations on HSE matters and escalates significant risks promptly. Operations leaders remain responsible for planning and executing work safely; the HSE Manager supports them through oversight, investigation, coaching and verification.
