Responsibilities

PRIMARY PURPOSE Leads and manages CMBC's Maintenance Training and Technical Support functions to ensure the safe, effective, and compliant development of maintenance employees and apprentices. Responsible for the planning, administration, delivery, and continuous improvement of technical training programs, apprenticeship programs, maintenance work practices, technical procedures, accident inspection programs, and vehicle maintenance support services in alignment with the strategic direction established by the Senior Manager. Provides leadership in developing workforce capabilities to support current and future fleet technologies, including zero-emission vehicles, advanced vehicle systems, and digital maintenance platforms.

Ensures training programs, technical support services, and maintenance standards align with legislative requirements, industry best practices, operational needs, and established departmental and organizational objectives.

KEY ACCOUNTABILITIES

Planning & Operational Leadership:

Provides operational leadership for Maintenance Training and Technical Support activities, implementing departmental priorities and initiatives in alignment with the strategic direction established by the Senior Manager, and CMBC business priorities.

Develops and recommends departmental goals, performance measures, budgets, workforce plans, and operational plans to address evolving maintenance technologies, operational requirements, regulatory changes, workforce demographics, and succession planning needs.

Provides expert advice and recommendations to senior manager and Maintenance Leadership regarding workforce development, technical training, maintenance standards, work practices, and emerging industry trends.

Training Program Management

Manages the development, implementation, evaluation, and continuous improvement of technical training programs, apprenticeship programs, certification programs, refresher training, remedial training, and change-management training initiatives within established departmental strategies and priorities.

Implements and maintains competency-based training frameworks and blended learning methodologies that incorporate classroom, shopfloor, virtual, and e-learning delivery methods.

Manages the planning, prioritization, scheduling, and delivery of all maintenance training activities to ensure effective utilization of instructors, training facilities, operational equipment, and employee availability while minimizing operational impacts. Develops annual training schedules and provides input and recommendations to the Senior Manager on longer-term training requirements and priorities supporting regulatory compliance, certification requirements, apprenticeship progression, new fleet introductions, workforce development plans, and business objectives.

Manages the development and maintenance of curriculum, training standards, instructional materials, technical manuals, technical instruction letters (TILs), assessments, and learning resources.

Ensures training programs comply with applicable legislation, regulatory requirements, corporate policies, industry standards, and collective agreement obligations.

Manages learning technologies and training systems, including Learning Management Systems (LMS), training records, reporting processes, and performance evaluation methodologies.

Analyzes and forecasts maintenance training requirements and provides recommendations to support longer-term workforce and training planning, considering fleet technology implementation plans, apprenticeship progression, certification requirements, retirement projections, succession planning needs, and operational priorities.





Apprenticeship Program Leadership

Manages the day-to-day administration and delivery of the CMBC Apprenticeship Program within the framework and strategic direction established by the Senior Manager, ensuring appropriate recruitment, intake planning, progression monitoring, mentorship, technical skills development, and succession planning.Ensures program activities comply with Skilled Trades BC requirements, trade certification standards, and licensing requirements.

Develops and maintains operational relationships with educational institutions, industry partners, regulatory agencies, and apprenticeship stakeholders.

Technical Support and Work Practices:

Leads the development, review, implementation, and continuous improvement of maintenance work practices, repair procedures, inspection standards, standard times, technical bulletins, and maintenance quality programs.

Provides technical leadership and troubleshooting expertise for complex maintenance, repair, diagnostic, and reliability issues involving bus fleets, facilities, equipment, and emerging vehicle technologies.

Evaluates proposed maintenance procedures and technologies to identify operational efficiencies, quality improvements, risk mitigation opportunities, and cost savings.

Supports fleet acquisitions and implementation projects by ensuring training, tooling, maintenance documentation, and technical support requirements are identified and implemented.

Motor Vehicle Accident (MVA) Inspection Program:

Manages the day-to-day administration of the MVA mechanical inspection and accident investigation process.

Reviews collision reports, inspection findings, and technical data to determine inspection requirements and corrective actions.

Ensures all accident-related inspections, records, reports, and supporting documentation comply with legal, regulatory, and corporate requirements.

May serve as a technical subject matter expert in legal proceedings, investigations, regulatory reviews, or arbitration matters.

Stakeholder and Vendor Management

Develops and maintains effective operational relationships with unions, regulatory agencies, educational institutions, OEMs, vehicle manufacturers, vendors, and internal stakeholders.

Leads vendor training partnerships to ensure effective transfer of technical knowledge and support for new vehicle technologies, systems, and maintenance practices.

Represents Maintenance Training and Technical Support on assigned internal committees, working groups, and initiatives, and participates in external forums as delegated by the Senior Manager.

Performance and Continuous Improvement

Develops, implements, and monitors departmental performance metrics, key performance indicators (KPIs), and reporting structures to measure effectiveness, training outcomes, compliance, operational readiness, and business results.

Monitors and evaluates program and functional performance and implements continuous improvement initiatives to enhance efficiency, quality, customer service, and employee development.

Uses data analysis and reporting to identify trends, gaps, training needs, and opportunities for improvement and provides findings and recommendations to the Senior Manager to support departmental decision-making.

People Leadership

Leads, develops, and manages a team of instructional, technical, development, and support staff.

Responsible for workforce planning, recruitment, selection, coaching, mentoring, performance management, employee engagement, succession planning, and career development.

Collaborates with the CMBC Occupational Health Group, Labour Relations, Human Resources, Operations, and Maintenance leadership to support employee wellness, fitness-for-duty, return-to-work, accommodation, and attendance management initiatives. Uses workforce data and trend analysis to identify opportunities that improve employee attendance, support employee recovery and reintegration, and enhance overall workforce availability and operational effectiveness.

Promotes a culture of safety, learning, accountability, collaboration, innovation, diversity, and continuous improvement.





Ensures safe work practices and compliance with occupational health and safety requirements.

Qualifications

Education and Experience: A degree in Education, Engineering, Business, Technology, Organizational Development, or a related discipline, or a Trade Qualification (TQ)/Red Seal certification in an applicable trade combined with a Provincial Instructor Diploma Program (PIDP) or equivalent adult education/instructional design credentials. The role also requires seven (7) years of progressively responsible experience in technical training, maintenance operations, fleet maintenance, apprenticeship program management, project management, or technical support functions, including significant leadership experience in a unionized environment. Candidates must also have experience developing and managing competency-based training systems, apprenticeship programs, technical procedures, and workforce development initiatives.

Experience supporting advanced vehicle technologies, large fleet operations, or transportation maintenance environments is preferred.

Other Requirements

Advanced knowledge of adult learning principles, competency-based training methodologies, instructional systems design, and blended learning delivery.

Advanced knowledge of learning management systems (LMS, LXP, HRMS), e-learning technologies, and digital learning platforms.

Advanced knowledge of vehicle maintenance practices, fleet operations, diagnostic systems, maintenance procedures, and quality assurance processes.

Strong understanding of applicable safety regulations, commercial vehicle standards, regulatory requirements, and industry best practices.

Knowledge of apprenticeship frameworks, Skilled Trades BC requirements, and trade certification processes.

Strong leadership, coaching, employee development, and team-building skills.

Excellent communication, facilitation, presentation, and technical writing skills.

Excellent stakeholder management, relationship-building, negotiation, and conflict-resolution skills.

Advanced analytical, problem-solving, and decision-making abilities.

Demonstrated ability to manage multiple priorities, projects, budgets, and competing business demands.

Proficient in Microsoft Office Suite, reporting tools, databases, and enterprise business systems.

37.5 hours per week.

Work Designation

Hybrid This position offers the flexibility of working both on-site and remotely within the Metro Vancouver area.

Rate of Pay

The salary for this position ranges from $109,920 - $$164,880 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. We aim to provide competitive pay that reflects your professional background and expertise. We want to ensure our offer will align with your strengths considering experience, skills, and internal equity to offer a fair and equitable salary. The Total Compensation Package, which includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings will be discussed in detail as your application progresses.
