The Manager of Infrastructure will provide regular reports to the CEO and, as required, to the Board of Directors.Principal Responsibilities And AccountabilityInfrastructureCoordinate annual inspections of Port infrastructureDevelop, implement, and maintain the Port's infrastructure maintenance programConduct periodic assessments of infrastructure condition and identify maintenance or capital requirementsParticipate in the development and maintenance of the Emergency Plan, Business Continuity Plan, Environmental Response Plan, and Risk Management PlanEnsure infrastructure complies with all applicable regulatory requirementsCapital ProjectsIdentify infrastructure needs and develop and review the five-year Capital Plan and associated budgetDevelop, coordinate, and implement the approved Capital Plan, while minimizing disruption to Port users and operationsOversee all phases of capital project management, including project definition, planning, execution,



monitoring, control, and continuous improvementDevelop and implement policies, procedures, and processes to support effective project management and deliveryIdentify requirements for contracted services; coordinate professionaland technical services; and review completed work to ensure compliance with contractual requirementsMaintain and regularly update engineering, technical, and design drawings for Port infrastructureMonitor compliance with applicable Standard Operating Procedures, safety policies and practices, environmental requirements, and other relevant regulationsConduct studies, prepare reports, and provide recommendations to the CEO regarding the feasibility, scope, and cost-effectiveness of capital and special projectsIdentify and pursue applicable infrastructure funding opportunities and prepare funding applications and supporting documentation in collaboration with the CEO.Participate in strategic planning and policy development initiatives related to infrastructure and capital projectsSafety & SecuritySupport the PFESO on security-related matters and initiativesCollaborate with the PFESO in the development and maintenance of standard operating procedures, contingency plans, and emergency response procedures to support operational safety and regulatory complianceAct as Marine Facility Security Officer (MFSO) when required and as directed by the PFESOAct as a backup liaison with security and regulatory agencies, including Transport Canada and the Canada Border Services AgencyCollaborate with the PFESO to ensure Port facilities and equipment comply with applicable Transport Canada requirementsParticipate in tabletop, emergency,



and live operational exercises as requiredReview applicable regulations and recommend or implement procedural updates in consultation with the PFESOProvide operational support and assume designated duties of the PFESO during their absence, as requiredObtain and maintain IC S-200 certificationEducation and ExperiencePost-secondary education at the university or college level in a discipline that provides the knowledge and skills required to manage capital projects within a facility, marine, or infrastructure environment.Demonstrated technical proficiency in working with CAD drawings and a variety of computer software and project management applications.Professional membership in good standing with Engineers Nova Scotia (Eng.
