Job Profile

Reporting to the Manager of Operations - Parks, the Supervisor of Parks Operations leads the daily operations and maintenance of park properties, operational programs, and facilities in the City of Cambridge. They provide supervision, direction, and scheduling of staff and contractors for maintenance programs and park operations including direction and training of all part time and full time staff, recruiting, orienting and onboarding seasonal staff. They lead a team conducting property maintenance (grass cutting, gardening, leaf pickup, sweeping, trimming, etc.), park facilities/building maintenance, equipment operation and maintenance, washrooms, sports fields, picnic areas, outdoor events, splash pads, courts, signage, park trails, urban parks, and playground equipment, and other assets. They determine the work to be done, assign maintenance work, make purchases and arrange for repairs. They also provide customer service and coordinate support for user groups of sports fields and other park users based on scheduled bookings and work with both internal and external stakeholders.

What you will be doing

- Oversees maintenance and operations of park and open space properties.
- Provides leadership to staff for year-round park operations and maintenance under their program area, including annual recruiting and onboarding of seasonal staff.
- Responds to district work/schedule concerns after normal business hours as required and participates in the on call rotation.
- Provides input to the capital and operating budget process and monitors expenditures and revenues within the area of responsibility.
- Responsible for staff training, development, recruitment and discipline for all unionized full time, part time and seasonal employees within area of responsibility.
- Ensures compliance with technical regulations and legislations ie: Technical Standards Safety Association, Board of Health Regulations, Electrical Safety Authority, Building Code, Canadian Standards Association Playgrounds Standards, Accessibility Standards, Ministry of Environment requirements, etc.
- Responsible for Emergency Management and evacuation procedures through the coordination and assignment of Operations staff.
- Assures compliance and documentation as applicable to regulations and standard operating procedures.



Takes leading role in development, training and implementation of new and existing Standard Operating Procedures and responsible for quality control. Identifies training needs for field staff.
- Responsible for operating facilities as emergency evacuation centers in support of local schools and neighbourhoods.
- Works with other Recreation and Operations staff in facilitating programs, special events, and services.
- Available to Park/Rec Operations after hours, through the year round 24 hour on-call system (standby).
- Inspects and protects all physical assets for Risk Management and control ie: playgrounds, skate parks, arenas, BMX tracks, trails, play surfaces, water features, etc.
- Inspects work sites and buildings for cost, quality, maintenance and safety needs.
- Monitors the condition of spaces and facilities to determine the work to be performed.
- Manages and assesses risk in all large events, public gatherings, and festivals with attendance of up to 42,000 people.
- Responds to public inquiries and complaints.
- Ensures employees and contractors work in compliance with the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect the workers.
- Selects and manages various contractors in operational maintenance and care of all properties, facilities and buildings.
- Acts as a Manager of Operations in a backup capacity.
- Employee Relations - Provides day-to-day direction, supervision, scheduling, training and leadership in a 7 day 7:00am-1:00am operation. Holds regular meetings with operational staff. Attends staff grievance and disciplinary meetings. Possess a comprehensive understanding of the collective bargaining agreement and a working knowledge of the collective bargaining process. Works together with the Manager to organize staff workshops. Analyzes and reviews staff skills and development.

- Programming – Supervises and ensures staff coverage for sporting and special events, keeps in contact with user groups.
- Planning and Projects – Provides project planning information as needed.

Initiates, oversees,



and project manages projects to ensure work is being completed properly and on schedule.

Education

- Two-year Diploma in Parks Management, Horticulture, Recreation Facility Management, Recreation Leadership, Business and/or Leadership Development or equivalent.
- Certified Playground Practitioner

Experience and Knowledge

- Three (3) to five (5) years’ experience in maintenance and management of Buildings, Facilities, Parks, Sports field and Grounds, Special Events, Emergency and Risk Management
- Experience working in a unionized workplace

Proof of your current and valid certificate(s) and/or educational qualifications. Supervisor Health and Safety Awareness Training Certificate from the Ministry of Labour (may be obtained post offer)

Valid G driver's license.

Your compensation

The annual salary range for this non-union position is $97,048 - $118,348 (Band Level 5). We offer a comprehensive benefits package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 7:00am – 3:00pm (35 hours per week), some evening work is required. On-call evenings, weekends, and holidays on a shared schedule with others within the Department.
