We are seeking a Program Risk Manager for our Toronto, Ontario to support the successful delivery of large and complex infrastructure programs by leading program-wide risk management activities, facilitating informed decision-making, and driving proactive risk mitigation strategies.

As a key member of the Program Management team, you will work closely with project teams, client stakeholders, and senior leadership to ensure that risks and opportunities are effectively identified, quantified, monitored, and managed throughout the program lifecycle.

As a Program Risk Manager, you will play a critical role in supporting successful program delivery through robust risk governance, quantitative risk analysis, stakeholder engagement, and executive reporting.

You will establish and maintain risk management processes that enable informed decision-making and improve program certainty across scope, schedule, cost, and delivery objectives.

Key Responsibilities
* Verify that approved Project and Program Risk Management Plans are being effectively implemented across project teams.
* Monitor compliance with established risk management processes, frameworks, and governance requirements.
* Integrate project-level risk information into a consolidated program-wide risk profile to inform risk-based decision-making.
* Maintain a program-wide register of identified, emerging, and realized risks and opportunities, including lessons learned and historical risk information for future use.
* Facilitate regular risk identification, assessment, and mitigation workshops with project teams, contractors, consultants, and client stakeholders.
* Develop and maintain a comprehensive understanding of the program, scope of work, delivery strategies, and project interfaces to proactively identify risks and opportunities.
* Provide regular, accurate, and reliable risk reporting, including key risk trends, mitigation progress, exposure analysis, and matters requiring management escalation.
* Prepare leadership and executive-level briefing papers summarizing key risks,



mitigation strategies, risk performance metrics, and program risk outlook.
* Lead and facilitate project and program-level Schedule Risk Workshops and perform Quantitative Schedule Risk Assessments (QSRA).
* Lead and facilitate project and program-level Cost Risk Workshops and perform Quantitative Cost Risk Assessments (QCRA).
* Collaborate closely with project controls, planning, scheduling, commercial, and delivery teams to ensure an integrated approach to risk management.
* Analyze qualitative and quantitative risk data to support contingency planning, forecasting, and strategic decision-making.
* Monitor mitigation actions and ensure accountability for risk response implementation.
* Support continuous improvement initiatives and the advancement of program risk management best practices.
* Coach, mentor, and support the professional development of client staff while promoting a strong risk-aware culture across the organization.
* Recognized bachelor's degree in Project Management, Engineering, Quantity Surveying, Construction Management, or a related discipline.
* Minimum 5 years of experience developing, implementing, and managing risk management practices on large construction projects or infrastructure programs of similar scope and complexity.
* Demonstrated experience in:
* Risk management planning and governance
* Risk identification and assessment
* Risk mitigation strategy development and implementation
* Quantitative and qualitative risk analysis
* Risk reporting and performance monitoring
* Program and project risk management frameworks
* Certified Risk Management Lead (CRM) designation or an equivalent risk management certification.
* Proven experience facilitating risk workshops and coordinating large multidisciplinary stakeholder groups.




* Experience performing Quantitative Schedule Risk Assessments (QSRA) and Quantitative Cost Risk Assessments (QCRA).
* Working knowledge of project controls, scheduling, cost management, forecasting, contingency management, and risk analytics.
* Strong analytical, organizational, and problem-solving skills.
* Excellent written, verbal, presentation, and stakeholder engagement skills, including experience presenting to senior leadership and executive audiences.

Preferred Qualifications
* Experience supporting large capital infrastructure programs within transportation, aviation, transit, utilities, water, energy, or public-sector environments.
* Familiarity with project delivery models such as Design-Build, Progressive Design-Build, Construction Management, Alliance, and P3 projects.
* Experience using Primavera Risk Analysis (PRA), Safran Risk, Acumen Risk, @RISK, or similar quantitative risk assessment tools.
* Professional designations such as PMI-RMP, PMP, AACE CCP, PSP, or equivalent credentials are considered an asset.
