Qualifications
MINIMUM FORMAL EDUCATION/TRAINING REQUIRED:
- Skilled Designation (CGA, CMA, CA) preferred and/or a master’s degree in business, Hospital Administration, or a related discipline.
- 5 years prior experience in a senior role with supervisory and financial experience required.
- Experience in a teaching health care setting preferred.
EXPERIENCE:
- 5 years experience in increasingly responsible senior administrative support positions
- Management experience, particularly in health care administration is an asset
- Demonstrated proficiency in the use of Microsoft Office (Word, Excel, Access)
- Must have the ability to exercise judgment, make decisions, deal with complex matters and work with minimal supervision.
- Must have the skills and ability to handle highly confidential material, multiple priorities and meet deadlines.
- Knowledge of the University of Manitoba policies and systems is preferred (QUICK, Banner, Concur and EPIC)
- An equivalent combination of education and experience may be considered.

Key responsibilities
Responsibilities: Financial The Business Manager works collaboratively with the Finance Departments of the University of Manitoba, Health System (including but not limited to Shared Health, WRHA, CCMB, DSM) and UMG as required to ensure the provision of timely and accurate financial information for the Departments and resolution of financial issues. Specifically duties will include but not be limited to:
- Leads the University Budget process in the Departments. Ensures all budgets are regularly monitored and there are no over expenditures.
- Lead the overhead budget process for the Departments (includes working with external accounting firms to aid reporting of overhead expenses to the Department and Faculty members), developing an operating budget with specific deliverables and obtaining appropriate sign off. Provide regular reporting to Department Head and Department membership. Identify any budgetary shortfalls along with ways to address the shortfall.
- Lead on any research or special trust accounts held in any Health system accounts.
Ensures all budgets are regularly monitored and there are no over expenditures.
- Monitors the revenues and expenses and initiates discussion to ensure corrective action as required.
- Leads the variance analysis and forecasting process for the Department.
- Develops and implements reporting systems for monitoring specific components and service delivery within the Departments.
- Partners with the University of Manitoba and UMG to complete all necessary financial schedules in order to recruit recent academic faculty to the Departments.
- Works collaboratively with the Medical Staff Office and WRHA Finance to integrate recruitment and retention activities with effective management of the medial remuneration budget for the Departments.
- Ensures contracts are in place for all academic and part time physicians according to established policy and procedures.
- Oversees Departmental expenditures to ensure consistency with Departmental goals and objectives and policies and takes the necessary steps to maintain program and policies.
- Provides regular reporting to Department Head on all financial matters of the Department.
- Oversight of process for reconciliation and payments of invoices, confirming and correcting all errors and submitting to the accounts payable departments of UMG or U of M in a timely and accurate manner.
- Management of grant, operating and endowment accounts held at the University of Manitoba and hospital sites.
Human Resources: The Business Manager works collaboratively with the HR Departments of the University ofManitoba, Health System (including but not limited to Shared Health, WRHA, CCMB, DSM) andcontracted HR services for University Medical Group staff as required to ensure the provision of timelyand accurate HR information for the Departments and resolution of HR issues.
- Manages direct/indirect reports including: Interviewing, hiring, training, motivating, monitoring, assigning and distributing workload, disciplining and evaluating performance.
- Completes all HR forms for hiring of academic and non-academic appointments including letters of offer, other academic appointments, nil appointments etc.
- Makes decisions with respect to changing hours of work and work schedules and authorizes overtime.
- Monitors office coverage including reception, records absences, monitors vacation schedules, and submits absences to payroll.
- Plans meetings with individual staff to review job performance, job descriptions, discuss goals and responsibilities and follow up monitoring, making adjustments, giving direction and reviewing progress.
- Establishes performance standards and review step increases.
- Recommends professional development for support staff.
- Ensures that any changes to job are reflected in job descriptions.
- Resolves conflicts involving support staff as required.
- Ensures that staff have developed and maintained current procedures manual for their position.
- Establishes office procedures and interprets university, health system and UMG policies applied to the office.
- Ensures that staff members are aware of all relevant office policies and procedures.
- Ensure procedures and policies.
- Provides GFT and non GFT faculty with orientation of Department and relevant resources (ex. New Faculty Orientation manuals).
Administration/Operations: The Business Manager works collaboratively with the University of Manitoba, Health System (including but not limited to Shared Health, WRHA, CCMB, DSM) and UMG as required to ensure the provision of timely and accurate information for the Departments and resolution of issues that span their administrative and operations roles as described below:
- Supports the Department Heads and Faculty in the development and implementation of Department strategic and operational plans.
- Advises the Department Heads on administrative matters and represents and acts on the Head’s behalf on the rendering of business decisions.
- Ensures appropriate governance is in place for the Department to run effectively and efficiently.
- Identifies and implements policy and procedural changes or other solutions that resolve Departmental issues.
- Oversees the implementation of all IT systems in the Departments (ex. Entrada)
- Ensures new initiatives from the University of Manitoba, Health System of University Medical Group are implemented in Departments with the appropriate procedures and policies to support them.
- Representation of department on various committees such as the UMG Business Managers meeting.
- Participates in College wide projects as recommended/assigned jointly by the Department Head and Director of Administration/Operations.
- May be required to perform related duties not exceeding skills and capabilities as required.
