Compliance Inspector The Alberta Motor Vehicle Industry Council (AMVIC) is Alberta’s automotive industry regulator. AMVIC is a public agency accountable to the Minister of Service Alberta and Red Tape Reduction and the Government of Alberta. AMVIC protects consumers and industry from unfair practices in the automotive business industry.

Consumer protection and a fair marketplace are achieved through an AMVIC-managed mandatory licensing program for automotive businesses and a registration program for automotive business salespeople, educating industry on regulatory compliance, informing consumers of their rights and enforcing consumer protection laws as set out by the Consumer Protection Act.

AMVIC has an immediate opening for a Compliance Inspector based in the Edmonton area. The position will primarily cover West Edmonton and communities northwest from Grande Prairie to Rocky Mountain House and surrounding areas. We are seeking an analytical and detail-oriented regulatory skilled with a demonstrated ability to read, understand, interpret and apply legislation and regulatory requirements to real-world business practices and transactions.

The Compliance Inspector is a key point of contact between AMVIC and Alberta’s automotive industry and takes a proactive approach to promoting and assessing regulatory compliance. This position requires strong critical-thinking and analytical skills and the ability to assess information objectively, identify potential non-compliance and reach well-supported conclusions based on legislation, evidence and the circumstances of each inspection.

The successful candidate must be comfortable working with complex legislation and applying legislative requirements to situations that may not always have an obvious or prescribed answer. This includes reviewing business records, transactions, advertisements, consumer disclosures and business practices; determining the applicable legislative requirements; identifying deficiencies or inconsistencies; and clearly articulating the legislative basis for inspection findings.

The successful candidate will be a self-motivated team player who thrives in a fast-paced regulatory environment. The Compliance Inspector conducts compliance inspections, provides regulatory guidance and education, documents areas requiring remedial action and recommends matters for further regulatory or administrative action, where appropriate. The role requires a high degree of initiative, professional judgment, objectivity and professionalism.

The role will require travelling to locations throughout north-western Alberta as a front-line ambassador. The position reports to the Manager of Industry Standards, the department consists of the manager, six full-time industry standards officers and one administrator. The position is home office based,



with the requirement to travel to the automotive related places of business, Monday to Friday.

Overtime and regular overnight travel will be required to meet job demands with prior approval from Manager of Industry Standards.

Responsibilities

· Planning, preparing for and conducting compliance inspections of automotive businesses to assess compliance with applicable legislation and regulatory requirements.

· Reading, interpreting and applying legislation, regulations and regulatory requirements to specific facts, transactions and business practices.

· Reviewing and analyzing business records, vehicle transactions, financial documentation, advertisements, consumer disclosures, policies and other relevant information to identify potential noncompliance.

· Determining the legislative requirements applicable to individual circumstances and assessing whether the evidence demonstrates compliance or noncompliance.

· Exercising sound regulatory judgement when legislation must be applied to complex or fact-specific circumstances.

· Preparing clear and comprehensive written inspection findings letters that identify the evidence reviewed, the applicable legislative requirements and the basis for the findings.

· Conducting followup activities to determine whether identified deficiencies have been appropriately addressed.

· Recommending matters for further regulatory or administrative action where warranted, based on the nature and circumstances of the noncompliance.

· Explaining legislation, regulatory requirements and inspection findings to business owners, managers and other industry stakeholders in a clear, professional and impartial manner.

· Provide vision and guidance for the establishment, growth, and success of the Industry Standards program.

· Identify emerging compliance issues, patterns and industry trends noted through inspections.

· Analyzing recurring compliance issues and contributing to the development of inspection procedures, guidance and recommendations to address identified risks.

· Maintain an advanced awareness of legislation and inspection methods and practices.

· Other duties as assigned.

Knowledge and skills

· Successful completion of post-secondary education in business management, finance, legal or related field and five years related experience, or a combination of education and experience will be considered.

· Experience in regulatory compliance,



inspections, investigations, auditing, legal or administrative decision-making, government regulation, or another environment requiring the interpretation and application of legislation, regulation, policy or complex standards.

· Demonstrated ability to read and interpret legislation and regulations and independently apply legislative requirements to a set of facts or circumstances.

· Strong analytical and critical-thinking skills, including the ability to review complex information, identify relevant facts, recognize inconsistencies and determine whether evidence supports compliance findings.

· The ability to move beyond checklist-based compliance and assess unfamiliar or complex situations by identifying the applicable requirements and apply them to the available evidence.

· Strong written communication skills, including the ability to prepare concise and accurate regulatory correspondence and inspection findings.

· The ability to confidently and professionally discuss areas of non-compliance with business owners and senior management, including situations where findings may be disputed.

· The ability to work independently from a home office while contributing effectively as a member of a collaborative team.

· Excellent organization and time-management skills with the ability to independently manage an assigned territory, inspection workload and competing priorities.

· Previous experience with report writing, administrative reviews, and appeals is considered an asset.

· Must hold and maintain a valid class ‘5” driver’s license and own a reliable vehicle insured with business coverage insurance and be willing to travel throughout the province (which will involve occasional overnight stays). Mileage/meal/accommodation reimbursement as per Service Alberta practices.
