The District Municipality of Muskoka is currently recruiting for a
Deputy Chief, Paramedic Services and
Emergency Services

Starting Rate: $129,032 annually
Salary Range: $129,032 - $150,948 annually
Hours of Work: 37.5 hours per week, plus participation in the leadership on-call rotation. Primary work location Bracebridge with travel to other stations or locations.

The Opportunity:
The Deputy Chief leads the operations of Paramedic Services, including patient care and reporting, quality assurance, logistics, and the effective management of human and financial resources. Provides direction and oversight to the command team to ensure organizational priorities, strategic plans, and operational mandates are translated into coordinated service delivery. Oversee community emergency management activities and serves as the Primary Community Emergency Management Coordinator (CEMC).
What you will do:
- Act as the advisor to the Chief of Paramedic Services and the Commissioner Health Services on matters related to paramedic services, community paramedicine, and emergency management.
- Provide leadership, direction and technical support to the District’s Paramedic Services management and
staff consistent with District values, policies and procedures including recruitment, deployment, training,
labour relations, event analysis and performance management.
- Prepare presentations, reports and recommendations and attend meetings of Standing Committees.
- Lead employees in a manner consistent with District values, policies, and procedures, including hiring,
orientation, work scheduling, training, and performance evaluation.
- Accountable for the safety and security of employees and facilities and to ensure that employees work
safely and in compliance with relevant statutes and regulations and within the protected work procedures and directives as established by the District.
- Oversee Paramedic scheduling activities and payroll approvals.
- Develop, manage, and control quality assurance and improvement efforts and ensure compliance with
standards, legislation and reporting requirements.
- Monitor patient care, incident reports, and vehicle/ patient care equipment to ensure compliance with
standards.
- Assist with the development, implementation and review of policies, procedures, standards, deployment
plans and programs governing operations in compliance with provincial legislation and municipal by-laws.
- Liaise with vendors, maintenance providers, and service providers to ensure operations continuously meet
service needs/ demands.
- Ensure availability of supplies, materials and equipment, including authorizing purchases according to
needs, budget limitations and purchasing policy within assigned authority.
- Liaise with the base hospital, local fire and police departments, dispatch, field office, other paramedic
services and other stakeholders.
- Oversee and coordinate community relations and public education activities.
- Respond to major emergencies and provide support/ direction as required.
- Lead division-wide projects and assignments which may involve multiple functional areas and stakeholders
such as response time analysis, clinical quality management, asset control and management.
- Oversee the District’s community emergency management activities in accordance with applicable
regulations and ensure the plan is actively reviewed, updated and practiced.
- Other related duties as assigned.
What you will need:
- Post-secondary education in health care, business or public administration, or related field or equivalent.
- Graduate of a Primary or Advanced Care Paramedic program with a minimum of five (5) years’ experience
as a Paramedic.
- Minimum of five (5) years’ experience in the delivery and/or management of emergency medical services
and progressively responsible management experience in a unionized paramedic services environment.
- Excellent leadership and supervisory skills, ability to interpret and apply employment policies and collective
agreements.
- Working knowledge of the Ambulance Act and its associated regulations and standards, the Occupational
Health & Safety Act, Emergency Management Civil Protection Act, and other related legislation.
- Meets all Ambulance Act and Ontario Regulation 257 requirements for employment.
- High level of communication, presentation, interpersonal, analytical and business planning skills.
- Experience working with senior leaders and ability to build effective networks and working relationships;
- Ability to multi-task, handle challenging situations and work within tight timelines;
- Valid driver’s license in good standing, with a clear drivers abstract.
- Strong computer skills (Word, Visio, Excel, Adobe Acrobat, Webex/Zoom/MS Teams and PowerPoint).
