Expression of Interest (EOI) – Janitorial Services

Meadow Lake Tribal Council (MLTC) is seeking qualified contractors to provide comprehensive janitorial services and cleaning services for multiple facilities on the Flying Dust First Nation and in Meadow Lake, Saskatchewan.

Location of Services

Janitorial Services are required for the following MLTC facilities:

- MLTC Main Building – East Wing (Health)
- MLTC Main Building – West Wing (Corporate)
- MLTC Technical Services – 311 1st Street East
- Recent Building - #8 Chiefs Drive (Education – West Wing)
- New Building - #8 Chiefs Drive (CFS – East Wing)
- FDFN Building (SW 31-59-16 WSM – Jordan’s Principle/Health)

Services are typically performed after 5:00pm on weekdays, unless otherwise approved. MLTC provides all janitorial supplies and janitorial equipment.

Scope of Work The successful contractor will provide regular and seasonal janitorial services, including but not limited to:

Daily Cleaning

- Cleaning and sanitizing high-touch surfaces (doors, handles, switches, equipment)
- Sweeping, mopping, and vacuuming floors and rugs
- Garbage collection and replacement of bags
- Cleaning offices, common areas, copier rooms, boardrooms, and entrances
- Cleaning and disinfecting washrooms, fixtures, and dispensers
- Kitchen and coffee room cleaning, including appliances and surfaces
- Maintaining janitorial rooms and disposal areas

Weekly / Monthly Tasks

- Disinfecting garbage containers and high-use equipment
- Cleaning windows (interior/exterior as required)
- Removing marks from walls, doors, and surfaces
- Vacuuming upholstered furniture and cleaning blinds
- Sanitizing appliances and common-use equipment

Seasonal Cleaning (Scheduled)

- Floor stripping, sealing, and waxing
- Shampooing carpets and rugs
- Washing walls, baseboards, ceilings, vents, and fixtures
- Deep cleaning of offices, common areas, and kitchens
- Window and screen cleaning throughout facilities

Additional Responsibilities

- Maintaining janitorial supply levels and coordinating with MLTC for restocking




- Providing occasional casual labour support for moving or setup tasks (as required)
- Ensuring all work meets MLTC quality and safety standards

Qualifications and Requirements

Interested contractors must demonstrate the following:

- Experience in commercial janitorial services
- Ability to operate cleaning equipment (e.g., vacuums, floor polishers, carpet cleaners)
- Strong attention to detail and high cleaning standards
- Valid Professional Liability Insurance
- Saskatchewan Worker’s Compensation Board
- CSTS and WHIMIS 2025 Certification
- Satisfactory references
- Criminal Record Checks for contractor, including all staff and subcontractors
- Ability to provide a list of personnel and maintain updated records
- Commitment to confidentiality (Oath of Confidentiality required)

Additional Requirements

- Contractor must comply with MLTC policies, procedures, and ethical standards
- Work must be performed in a scent-free environment
- Contractor may hire staff or subcontractors but is responsible for their performance and compliance, which includes a current satisfactory security clearance.
- All personnel including subcontractors must be trained, qualified, and approved by MLTC
