Meadow Lake Tribal Council (MLTC) was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10.

The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy. As a private sector employer engaged primarily in promoting and serving the interests

of the member First Nations, MLTC asserts its right to provide preferential treatment to First Nations people, giving them priority in decisions on employment matters such as hiring, and this can extend to measures such as

opening competitions only to First Nations people.

The MLTC Technical Services Department is seeking a highly motivated individual to fill the full time term position of Housing Circuit Rider Trainer (HCRT). The HCRT will provide First Nation Housing Managers with ongoing, onsite training and mentoring on operations and daily activities within each of the nine (9) Meadow Lake First Nations.

Duties include but are not limited to:

Housing Governance:

· Set up/work with First Nation and implement Housing policies.

· Work with First Nations in updating community Infrastructure plans.

Records Management:

· Set up/work with staff/provide training.

· Project Commitment Files, Housing Inventory / Database.

Financial Management and Reporting:

· Section 95/RRAP applications start to finish.





· Budgeting – Revenues and Expenses; Cost Control of Housing Program

· Accounting Procedures - set up Rent Roll and maintain accounts (rent) receivable by house number and client name into Data Base.

· Work with Finance to consolidate the CMHC program into the accounting system of the band.

· Work with Finance to set up/design monthly report for Chief & Council on the overall consolidated financial picture of the band.

· Maintain and develop as per Operating Agreements – CMHC; Develop; Work order system into database.

Maintenance Program:

- Develop/work with staff.
- Inspection process.
- Process to develop annual maintenance plan and budget.
- Replacement Reserve and Operating Reserve planning. (Repayment on Fully funding the accounts)
- Mold Remediation development.

Qualifications, Education, Knowledge, and Experience:

Minimum:

- A post-secondary degree or diploma in relevant subject, plus five (5) years of related experience or an equivalent combination of education, training, and experience.
- Housing Management practical skills and knowledge. Maintenance management, financial planning, and accountability. Knowledge of tenant relations & administrative functions.

Preferred:

- A Journeyman ticket in relevant trade plus five (5) years of related experience or an equivalent combination of education, training, and experience.





Other:

- Valid driver’s license.
- Knowledge and Management of general construction practices, and renovations related to residential housing.
- Understanding and use of computer software including word processing, spreadsheets and internet communications.
- Be familiar with and understand First Nation barriers/issues/culture/aspirations.
- Excellent communication (verbal/written), interpersonal, time-management, and organizational skills.
- Ability to work and communicate in a cross-cultural setting is required.
- Must be able to work with minimal supervision.
- Maintain effective working relations with the Tribal Council, Chief and Councilor’s, staff and contracted employees.
- Ability to speak Cree/Dene is considered a valuable asset.
