The Opportunity:

The Child and Family Programs (CFP) Division, Ministry of Social Services is seeking an experienced employee who is a dynamic and creative leader as Manager, Out of Home Care. Reporting to the Director, Out of Home Care, the employee will oversee the out of home care resource continuum including Out of Home Care, service delivery to foster families and extended families, Family Connections, and placements. The employee will model the Parent Resources for information, Development and Education (PRIDE) model of practice and engage in partnerships in working with caregivers throughout Saskatchewan.

In this assignment, the employee will be responsible for the oversight and management of these programs along with data collection, analysis and reporting to ensure that services delivered by CFP are effective, efficient and support the Ministry’s strategic direction. The successful candidate will provide leadership and support to a team of Supervisors and staff in the Centre service area, as such some travel will be required.

In this position the employee will need to understand and respond to multiple demands, have a proven track record in developing and maintaining profession relationships with managers and staff; be results oriented and accountable with the ability to exercise sound judgement; and have excellent interpersonal, oral and written communications skills. The successful candidate will have significant leadership experience and will have obtained the knowledge and abilities required for this position through a university degree in human services (Social Work, Indigenous Social Work, Human Justice, etc.), along with extensive knowledge and experience in Child and Family Programs and of its corresponding Acts and Regulations.

- Provide leadership and guidance to Ministry staff in delivering initiatives that support healthy families and community self-reliance.
- Foster a positive organizational culture that promotes diversity, inclusion, and cross-team collaboration.
- Oversee the delivery of child and family services to ensure effective and responsive support.
- Develop and implement strategic plans and initiatives aligned with Ministry goals and objectives.
- Build and maintain strong partnerships with First Nations and community organizations to support collaborative and inclusive service delivery.

Technical Knowledge and Skills:

Typically, the knowledge, skills, and abilities required for this role are obtained through a degree in Social Work or a related human services discipline, combined with progressive management experience in a human services environment and several years of supervising professional staff within Child and Family Programs. The role requires knowledge of child welfare principles, Out of Home Care service delivery, and relevant legislation, policies, and practices; an understanding of the intergenerational impacts of residential schools and the Sixties Scoop; and demonstrated expertise in leadership, human resources, labour relations, change management, program evaluation, budgeting, and strategic service delivery.
