Job Overview:

We are seeking a highly experienced PeopleSoft Functional / QA Lead to provide senior-level functional expertise, project leadership, and quality assurance oversight for enterprise HR/Payroll (HCM) systems. The role involves leading end-to-end functional design, configuration, and testing activities, ensuring alignment with business objectives and system efficiency.

Key Responsibilities:

Functional Leadership & Delivery

- Provide senior functional expertise in PeopleSoft HCM (9.2+) for project design and delivery
- Lead analysis, design, and configuration of HR/Payroll systems
- Offer strategic functional guidance to stakeholders and project teams
- Identify improvement opportunities in system design and configuration

Project Leadership & Coordination

- Lead and coordinate functional and QA teams (system analysts & senior functional analysts)
- Manage activities across the full project lifecycle
- Ensure alignment with project goals, timelines, and deliverables

Quality Assurance & Testing

- Lead testing activities including:

- Functional Testing

- System Integration Testing (SIT)

- User Acceptance Testing (UAT)
- Load & Performance Testing

- Payroll Parallel Testing
- Oversee defect tracking, triage, and resolution
- Recommend improvements in testing processes and quality standards

Technical & Advisory Support





- Provide expertise in PeopleSoft upgrades (PUM & Tools) and feature enablement (UI/Fluid)
- Analyze and prioritize system issues and defects
- Deliver technical and functional advice to stakeholders

Requirements Required Skills & Experience:

- Strong expertise in Oracle PeopleSoft HCM 9.2+
- In-depth knowledge of HR & Payroll business processes , including:

- Onboarding

- Benefits Enrollment

- Life Event Management
- Experience with integration points, Fluid UI, PUM upgrades, and Tools upgrades
- Proven experience leading functional teams across full lifecycle (analysis, design, configuration)
- Strong experience in QA methodologies, tools, and defect management
- Hands-on experience in end-to-end testing cycles (SIT, UAT, Performance, Payroll Parallel)
- Excellent analytical, problem-solving, and decision-making skills
- Solid communication and stakeholder management skills

Experience Requirements:

- 5+ years as a Functional Lead
- 5+ years in Quality Assurance / Testing roles

Nice to Have:

- Experience with Ontario Public Service (OPS) or Public Sector HR/Payroll systems
- Knowledge of PMBOK / Project Management principles
- Understanding of Information Management frameworks
- Familiarity with AODA (Accessibility standards)
