Reporting to the Manager Procurement Goods & Services, the Senior Procurement Officer supervises the Procurement Officers and leads the delivery of procurement services. The position provides operational leadership of the procurement team and leads complex procurement processes to ensure compliance with Article 24 of the Nunavut Agreement, the Nunavummi Nangminiqaqtunik Ikajuuti Policy (NNI), and applicable procurement legislation. The position also ensures procurement activities are conducted in a fair, transparent, and defensible manner that protects the Government of Nunavut from legal, financial, and operational risk.

The primary responsibility of this position includes the following:

- Assigning, coordinating, and prioritizing procurement workload;
- Reviewing and approving procurement documentation including tenders, Requests for Proposals, evaluations, and contract award documentation;
- Determining the appropriate procurement methodology including competitive tender, Request for Proposal, standing offer agreements, negotiated procurement, or sole source procurement;
- Leading complex and high-value procurement initiatives including the development of solicitation documents and contract terms;
- Chairing evaluation committees and ensuring evaluation processes are fair, transparent, and defensible;
- Assisting departments in defining procurement requirements and translating operational needs into procurement specifications;
- Providing guidance to departments on procurement policies, procedures, and contracting requirements;
- Develops and maintains effective working relationships with suppliers and client departments;
- Monitoring supplier performance and recommending corrective actions where necessary.

The knowledge, skills,



and abilities required for this job are usually obtained through a recognized:
- Completion of the Purchasing Management Association of Canada (PMAC) / Supply Chain Management Professional (SCMP) professional development program to a Level II status, with the ability to obtain Level III within one year;
- Four (4) years of related experience in public-sector procurement or a closely related field;
- A minimum of one (1) year of progressive supervisory or team-lead experience.

Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
