Position Overview The Ontario Ministry of Environment, Conservation and Parks (MECP), Species at Risk Branch (SARB), is responsible for the administration and issuance of registrations under the new Species Conservation Act (SCA), 2025.

The Ministry is undertaking a project to build a modern online Registration system supporting both external and internal users.

The technology stack includes

- Microsoft Dynamics 365 CRM – back-office platform

- Microsoft Power Platform

- Azure

- MuleSoft – middleware/integration

- Java/React – public-facing portal

The Senior Software Developer will be responsible for configuring and developing Microsoft Dynamics 365 CRM to support Registration and Permit workflows for Ministry back-office users and integrating the Dynamics 365 back-office environment with the public-facing Java/React portal through MuleSoft middleware.

Key Responsibilities

- Design, configure, develop, and support solutions using Microsoft Dynamics 365 CRM and Microsoft Power Platform.

- Configure Dynamics 365 for Registration and Permit workflows used by Ministry back-office staff.

- Design and implement solutions using Azure and Dynamics 365.

- Develop solutions using both low-code Power Platform capabilities and custom development within Dynamics 365.

- Design and develop Dataverse solutions, including data models and integrations.

- Work with Dynamics 365 interoperability and integration capabilities across Microsoft cloud technologies.

- Configure and develop Dynamics 365 Customer Service, including:
- Customer Service Workspace

- Agent Experience Profiles

- Session Templates

- Workstreams

- Routing

- Case Management

- Knowledge Management

- Develop and integrate custom Web APIs and services.

- Develop using ASP.NET / .NET Core, C#, JavaScript, Entity Framework, and Azure SQL.

- Develop and support integrations between Dynamics 365, Azure, and other systems.

- Work with Azure technologies to develop and deploy cloud-based solutions.

- Build and maintain CI/CD pipelines and DevOps processes.





- Participate in Agile delivery using Kanban/task boards and other Agile methodologies.

- Work with Power Apps, including:

- Model-Driven Apps

- Power Pages

- Canvas Apps

- Develop custom PCF controls where required.

- Work with Server-Side Templating Language – Liquid.

- Prepare technical documentation, reports, reviews, assessments, and related project documentation.

- Communicate technical concepts, ideas, recommendations, and solutions clearly to technical and business stakeholders.

- Provide a high level of customer service to internal and external clients.

Mandatory Technical Skills & Experience

Candidates must demonstrate experience in the following areas:

Microsoft Dynamics 365 / Power Platform

- Experience with Dynamics 365.

- Experience with Microsoft Power Platform.

- Experience with Azure solution design.

- Experience with Dynamics 365 Customer Service.

- Experience with Customer Service Workspace.

- Experience with Agent Experience Profiles.

- Experience with Session Templates.

- Experience with Workstreams and Routing.

- Experience with Case Management and Knowledge Management.

- Experience with Power Apps, including Model-Driven Apps, Power Pages, and Canvas Apps.

Azure / Cloud

- Experience with cloud platforms, particularly Azure, Dynamics 365, and Power Platform.

- Working knowledge of development using Azure technologies.

- Proficiency across SaaS, PaaS, and IaaS cloud service models.

.NET / Development

- Working knowledge of .NET and C#.

- Working knowledge of JavaScript.

- Experience with Web API development.

- Experience with ASP.NET / .NET Core.

- Experience with Entity Framework.

- Experience with Azure SQL.

DevOps / Delivery

- Experience with DevOps.

- Experience with CI/CD pipelines.

- Experience with task boards and Agile delivery tools.





- Experience working with Agile methodologies, including Kanban/task boards.

Communication & Documentation

- Strong written and verbal communication skills.

- Ability to prepare clear technical and project documentation, including reports, reviews, assessments, and other deliverables.

- Ability to present ideas, recommendations, and technical solutions clearly and effectively to both technical and non-technical stakeholders.

- Solid customer-service orientation when working with internal and external clients.

Preferred / Nice-to-Have Qualifications

- Prior Ontario Public Service (OPS) experience.

- Prior public-sector experience.

- Microsoft Dynamics 365 certifications.

- Microsoft Azure certifications.

Onsite Requirement – Critical

This is a 100% onsite assignment.

The selected consultant must be able to work onsite five (5) days per week, Monday through Friday, during standard working hours of 8:00 AM – 5:00 PM, excluding lunch breaks, at:

40 St.

Clair

St. W, Toronto, Ontario
