Job Title: Software Developer - Full Stack – Senior (JAVA & Angular)

Must Haves

- 8+ years of experience developing large-scale, production business applications using Java for backend/API development
- 5+ years of experience with Angular (or comparable up-to-date JS/TS framework) for front-end development
- Reverse engineer and re-platform the existing logic ( (e.g., WebFOCUS)

Description / Responsibilities / Skills

Background Information

- This engagement supports the design, development, and delivery of a replacement operational reporting portal.
- The successful resource(s) will re-platform existing WebFOCUS reports into a modern, supportable web application hosted in the ministry's Azure environment.
- In accordance with Ontario Public Service (OPS) architecture, security, and accessibility standards.

General Skills

- Experience with Agile/Scrum methodology for the development, design, implementation, and maintenance of applications.
- Experience with relational database technologies and SQL, including reading and refactoring existing report/query logic.
- Ability to work independently and deliver production-ready components with minimal supervision, following knowledge transfer.

Full Stack Skills

- Design and implementation of overall solution architecture for a web-based reporting application.
- Supporting the implementation/upkeep of Continuous Integration and Continuous Deployment (CI/CD) pipelines, e.g., Azure DevOps.
- Ensuring the solution is designed and built for performance, scalability, and maintainability.

Desirable Skills

- Working knowledge of Power BI.
- Working knowledge of Databricks.
- Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.

Deliverables

- Fully commented and functional Angular front-end code for the reporting portal
- Unit test code and automated UI test coverage
- Responsive, accessible (AODA-compliant)

Experience & Skill Set Requirements

Full Stack Development – Java & Angular

- Demonstrated ownership of end-to-end solution architecture across the full stack, including sound trade-off decisions made independently
- Depth and breadth of hands-on full stack delivery will be weighted heavily, as this is the core capability required for the engagement

Database, SQL & Reporting Logic Migration

- Strong experience with relational database technologies and SQL
- Experience with database design and deployment

API Development & Azure Deployment

- Experience designing, building, and documenting REST API services
- Experience deploying and supporting applications in a Microsoft Azure environment
- Working familiarity with CI/CD pipelines (e.g., Azure DevOps) sufficient to integrate with an existing pipeline maintained by a separate team

Agile Methodology & OPS Delivery

- 5+ years of experience with Agile/Scrum delivery methodologies
- Knowledge of Ontario Digital Service standards and/or prior experience in an Ontario Public Service (OPS) or broader public sector IT environment
- Ability to work independently with minimal oversight and take ownership of delivery timelines, commensurate with a senior-level engagement
