This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
This position supervises a team of staff responsible for eligibility policy development and maintenance for federal and state health care programs, including Medicaid (Medical Assistance also known as MA), Children's Health Insurance Program (CHIP) and Basic Health Program (BHP) and their respective subprograms. This position oversees the design and development of Minnesota Health Care Programs (MHCP) eligibility policies and procedures consistent with federal and state law and regulation to improve the availability of and access to health care for low income and medically needy Minnesotans.
Other Responsibilities Include
Directs division resources (staff, time, equipment, funding, etc.) to accomplish HCEA division goals and objectives and further the Department’s mission.
Oversees the division-wide activities related to maintaining the Minnesota Health Care Programs (MHCP) Eligibility Policy Manual, as well as internal and external forms or documents necessary to support MHCP eligibility determinations.
Responsible for audit responses and other follow up duties assigned to the MA-ABD Eligibility Policy team.
Supervises the business resources and direction for the development, implementation, enhancement, and maintenance of the technology systems that support Minnesota Health Care Programs eligibility and access.

Minimum Qualifications
Demonstrated leadership experience*
Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
Four (4) years specialized Minnesota Health Care Programs experience demonstrating the following:
Researching, analyzing, developing, and communicating complex policies or laws in one or more of the following areas:
Eligibility rules for Minnesota Health Care Programs (Medical Assistance, MinnesotaCare and Minnesota Family Planning Program), MNsure programs, or other state’s Medicaid, Children’s Health Insurance Program (CHIP), or Basic Health Program (BHP).
Eligibility rules for Medicaid, Supplemental Nutrition Assistance Program (SNAP), Minnesota Family Investment Program (MFIP), Minnesota Supplemental Aid (MSA), Refugee Cash, or an equivalent Medicaid, food, cash and supplemental aid program in another state.
Law practice in any area of law.
Experience mentoring, coaching and developing others in a professional setting.
Demonstrated ability to write and analyze complex technical documents including regulations and policy guidance, and technology work products such as project charters, scope documents, project work plans, business requirements and design documents.
AND
Four (4) years specialized Minnesota Health Care Programs experience demonstrating the following:

Preferred Qualifications
Juris Doctor or Master's degree in public policy, public administration, a social science, or a health policy related field
Two (2) years experience mentoring, coaching and developing others in a professional setting.
Thorough understanding of Minnesota Health Care Programs eligibility policies and technology systems.
Demonstrated ability to influence others and/or compel change throughout an organization.
Experience engaging with the community to bridge community needs and expectations with agency needs and expectations.
Experience identifying project challenges and modifying or adjusting course to meet objectives.
Variety of experiences working with and communicating effectively with others from different backgrounds and cultures.
