The Department of Education and Early Childhood Learning is seeking a highly motivated and qualified individual to fill the position of Business and Technology Consultant (BA2) within the Business Support Services Branch.

Duties
The Business Analyst acts as a liaison between the department's diverse business areas and Manitoba Government technology service providers. As the department's workplace technology lead, the position oversees or develops the systems, processes, policies, and training required to effectively manage and use departmental technology assets in a cost-effective manner. The role also supports the successful delivery of projects and technology services while ensuring alignment with departmental and government priorities.

Qualifications
Essential
- Post-secondary education in computer science, information systems, or related field. An equivalent combination of education, training, and experience may be considered.
- Experience with business analysis including analyzing and defining business requirements,
developing business cases and identifying strategic processes and technological solutions.
- Experience coordinating and managing projects, including project planning, scheduling, stakeholder communication, and tracking deliverables.
- Ability to lead and support change management initiatives, including planning, implementing, and communicating organizational or process changes.
- Excellent verbal communication skills.
- Excellent written communication with the ability generating business requirement documents, charters and reports.
- Strong interpersonal skills including the ability to develop and maintain positive working relationships with internal and external stakeholders.
- Experience and proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio, Teams, Copilot) or other equivalent programs.
Desired
- Knowledge of government policies and procedures contained in the Financial Administration Manual, the General Manual of Administration and other central / corporate policy documents.
- Professional training and/or certification in business analysis and/or project management
