Position Description
Reporting to the Director, Strategic Implementation, the Manager leads the development and execution of data and evaluation strategies for Practice Ready Ontario. This role is responsible for overseeing the collection, analysis, and reporting of quantitative and qualitative data to evaluate program performance and outcomes, and provide actionable insights to senior leaders and stakeholders. The position combines technical analytics expertise with strategic program evaluation and requires strong project management and leadership skills.
Key Accountabilities
Data Analytics & Reporting
Lead the design, development, and implementation of analytics frameworks, dashboards, and performance measurement systems
Analyze complex data sets to identify trends, risks, opportunities, and areas for improvement
Develop and maintain key performance indicators (KPIs) and performance monitoring processes
Oversee the creation of reports, presentations, and data visualizations that support decision-making
Strengthen data collection processes across the PRO pathway, and ensure findings lead to recommendations and follow-through with internal teams
Collaborate with IT to ensure data quality, integrity, governance, and compliance with organizational standards
Program Evaluation
Responsible for the development and implementation of program evaluation frameworks and methodologies for the PRO program
Collaborate with internal and external stakeholders to define impact reporting requirements and strategies
Translate the PRO measurement and evaluation frameworks into a coordinated workplan and track progress with updates to senior leaders
Apply an evaluative mindset and collaborate with others to ensure the PRO program is meeting its intended goals and continuously improving
Oversee the development and implementation of surveys and other tools to support evaluation activities
Team Leadership
Provides strategic and operational direction and manages the work of Data & Evaluation team
Works alongside internal departments and senior leadership on effective resource allocations and assignments
Assigns and prioritizes tasks for team members in a timely manner, and manages team scheduling
Reviews deliverables for quality and provides team members with feedback and opportunities for improvement
Ensures staff receive and participate in appropriate job-related training and orientation.
Prepares program briefing materials for the Executive team and other audiences as required
Position Requirements
Knowledge
Knowledge of the government and healthcare sectors in Ontario and Canada
Strong understanding of data collection methods, program evaluation principles and frameworks, and research design
Familiarity with data governance, data quality, and privacy requirements
Familiarity with medical education, professional competency assessments and licensure pathways for medical professionals is an asset
Skills
Excellent proficiency in data analysis and visualization tools
Excellent proficiency with Microsoft Office Suite
Excellent written and communication skills, including report writing and presentation development
Strong critical thinking skills to identify key issues and propose solutions
Strong ability to synthesize quantitative and qualitative evidence, communicate limitations, and develop recommendations to inform program and leadership decisions
Strong organizational and project management skills
Strong interpersonal and collaboration skills to work with others to coordinate information
Proficiency with statistical software and/or SQL is an asset
Abilities
Ability to lead a team, delegate work and manage performance issues
Comfort conducting presentations to various stakeholder audiences
Ability to work independently or as part of a team, with a range of clients at all organizational levels
Ability to process multiple types of information, perform multiple tasks simultaneously, and prioritize
Quick learner with the ability to adapt and deal with continuing change
Exhibits objectivity and openness to others' views - welcomes feedback, contributes to a positive working workplace, supports the organizations efforts to succeed
Qualifications
Post-secondary education from a health sciences program or related field, master’s degree preferred
At least 5 years of experience working in data analytics, program evaluation, performance measurement, or research
At least 3 years of experience leading a team of staff
Demonstrated experience designing and implementing program evaluations and translating findings into recommendations for program improvement
