The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations; retail cannabis stores; and horse racing. We strive to serve the public through impartial regulation that prioritizes safety and fosters informed choices in these industries.
The LGCA is seeking highly motivated individuals to work within the Commercial Services and Gaming Services Departments, which are part of the Operations Unit. The Supervisor is part of the organization’s management team and is responsible for supervision of department programs. These positions are based out of Winnipeg, Manitoba and will oversee a variety of staff and regulatory programs in the Commercial Services and Gaming Services departments.
Commercial
Services includes licensing and compliance functions for liquor, retail cannabis and commercial gaming.
Gaming
Services includes licensing and compliance functions for charitable gaming, social occasion permits and raffles, and horse racing.
Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.
- Full working level pay grade: $83,312 - $102,490 per annum (8XB)
- Underfill pay grade: $78,603 - $96,684 per annum (8XA)
Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement.
Qualifications The successful candidate must have:
- A degree from a post-secondary institution in business administration, public administration or management and three to five years’ experience supervising, preferably involving public sector and regulatory functions. A combination of education and experience may also be considered.
- Strong leadership skills to train, coach, foster collaboration, provide direction, motivate staff.
- Ability to maintain strong staff performance through effective performance management practices.
- Solid program management skills including the ability to implement and oversee standard work and set clear direction and expectations to staff.
- Excellent verbal and written communication skills tailored to a variety of audiences that consider sensitivities and strategic priorities.
- Strong critical thinking skills with the ability to assess complex information, make sound decisions, and advance work in alignment with strategic priorities.
- Experience managing and resolving conflict including achieving constructive outcomes and supporting organizational goals utilizing interpersonal skills.
- Experience implementing broad change, including communicating decisions and addressing impacts.
- Strong organizational and time management skills with the ability to plan, balance and manage multiple work demands and deadlines.
- Demonstrated ability to work independently as well as in a team environment.
- Knowledge and critical application of legislation, regulations, terms and conditions, policies and standards to various scenarios that evaluate both immediate requirements and wider operational implications.
- Proficiency with Microsoft 365 and specialized databases [e.g. RMS and various program verification utilities].
The following qualifications are desired:
- Financial and accounting knowledge to use budgeted resources appropriately.
- Proficiency in French.

Duties:
The Supervisor, Commercial Services and Supervisor, Gaming Services are responsible for providing leadership and direction to department staff and overseeing operational programs in accordance with The Liquor, Gaming and Cannabis Control Act, organizational and unit goals. In addition to continuously improving, setting and communicating work standards, the incumbent supervises and evaluates the performance of direct reports, assesses complex and ambiguous information and briefs management on contentious files and emerging issues. The supervisor regularly interacts with other governmental departments and law enforcement agencies along with various community groups.
Field work is required.

- An eligibility list may be created for similar positions and will remain in effect for 12 months.
- Applicants may be required to write a screening/selection exercise/test.

- Satisfactory work performance in the preceding 12 months is required.
- A satisfactory criminal record check (verified by fingerprints) is a condition of employment.
- A satisfactory child abuse registry check and vulnerable sector check must be produced and maintained.
- A valid Manitoba’s driver’s licence, access to a vehicle and ability to travel throughout Manitoba are required.
- A satisfactory driver’s abstract must be produced and maintained.
- Regular office hours from 8:30 a.m. to 4:30 p.m. with the requirement to work evening and weekend shifts.
- Must qualify under The Liquor, Gaming and Cannabis Control Act to be appointed as an inspector.
