Grow Talos’ Government Business in Ottawa
Talos is headquartered in Victoria, BC, with established federal-government business in language training and IT hardware and software services. We are building an in-person Ottawa presence to grow across federal departments, procurement channels, partnerships, and current service areas.
We are looking for an experienced, entrepreneurial business development professional who understands how public-sector opportunities actually move.
This is more than a lead-chasing role. You should know how to turn relationships, procurement paths, timing, and trust into revenue. You will work in person in Ottawa, attend government, industry, procurement, partner, and networking events, and help establish Talos’ local presence while building current business.
You will work directly with leadership and play a significant role in shaping where Talos focuses, which opportunities we pursue, and how we grow in the federal market.

Talos already has traction in the federal government, giving this role a real base to build from.
Talos is also 100 percent Indigenous-owned. Federal Indigenous procurement priorities, including PSIB, create additional routes to market, partnership opportunities, and competitive positioning.
This role is suited to someone commercially sharp, institutionally savvy, and comfortable creating structure where the function is still being built.
You will have direct leadership support and access to internal proposal, pricing, subject-matter, and operational support. Your focus will be creating and advancing opportunities.
The mission
Your mission is to build pipeline, win opportunities, and expand Talos’ federal-government business.
Initial priority areas include:
- Virtual training and professional development
- Recruitment, staffing, and headhunting
- IT hardware and software
Talos is also open to credible opportunities in adjacent public-sector service areas where there is a strong commercial case. You will help identify which departments are worth pursuing, which procurement paths matter, which partnerships create leverage, and which opportunities can realistically turn into revenue.
What you will own
- Build relationships with government decision makers, buyers, program leads, procurement contacts, and partner organizations
- Identify and develop qualified opportunities across Talos’ current and adjacent service areas
- Research departments, priorities, buying patterns, budgets, pain points, and current vendor relationships
- Start and develop conversations through direct outreach, introductions, events, and existing networks
- Run discovery conversations to understand needs, timing, budget, decision paths, and fit
- Identify and develop the procurement pathways required to turn qualified opportunities into executable business
- Support Talos in pursuing relevant standing offers, supply arrangements, set-asides, vendor lists, and other procurement access where commercially justified
- Build strategic partnerships and subcontracting relationships where they improve access or competitiveness
- Coordinate internal follow-up for proposals, pricing, delivery planning, partnerships, and strategic opportunities
- Keep active opportunities moving through disciplined follow-up and clean CRM tracking
The role combines direct business development with procurement and capture activity, but the objective is commercial: create opportunities, establish viable paths to purchase, and win business.

Who will do well here You may have experience in:
- Senior business development
- Public-sector account management
- Government sales
- Capture
- Staffing or recruitment sales
- Technology, training, consulting, real property, relocation, or other public-sector services
- Partnership or channel development
- Federal procurement or supplier development
The strongest candidates will be:
- Entrepreneurial and comfortable building from zero
- Strong at opening doors and finding the right people inside complex organizations
- Comfortable speaking with senior government and public-sector professionals
- Familiar with sales cycles, procurement steps, relationship selling, and bid timing
- Strong on follow-up, CRM discipline, and opportunity tracking
- Able to turn market signals into useful commercial direction
- Comfortable representing Talos independently in person
- Commercially strong and able to identify opportunities others may miss
Government sales experience and Canadian public-sector experience are strongly preferred. Experience with federal procurement, Indigenous procurement, standing offers, supply arrangements, PSIB, TSPS, TBIPS, ProServices, or related mechanisms is a strong asset.
Early priorities In the first few months, you will learn Talos’ current government business, relationships, services, procurement position, active opportunities, and priority areas.
You will begin mapping priority departments, developing target relationships, attending relevant Ottawa events, building pipeline, and identifying the procurement paths and partnerships required to advance promising opportunities.
Early success means visible commercial movement: qualified conversations, credible opportunities, stronger market access, and a clear view of where Talos should focus next.

Pay: $120,000.00-$150,000.00 per year
