Civilian Posting
Reporting to the Staff Sergeant of the Education and Training Centre (ETC), this position is responsible for designing and conducting custom analyses, program evaluations, and research projects to support strategic decision-making across the DRPS.
Key duties include planning and executing methodological research designs; performing literature reviews and environmental scans; developing measures; collecting data through surveys, interviews, and SQL-based extraction; and conducting statistical analyses.
The role also involves presenting findings through tables, visualizations, dashboards, reports, and presentations; formulating recommendations; and translating complex information for internal and external stakeholders. Additional responsibilities include managing and maintaining Learning Management System (LMS) databases, developing and monitoring performance indicators for strategic and training reporting, and disseminating results to executive leadership, committees, members, SOLGEN office and the Police Service Board.
DUTIES & RESPONSIBILITIES
- Write briefing notes and reports that clearly communicate analysis to a police audience, supporting operational decision-making, resource deployment, and program development.
- Compile, prepare, and submit statistics and information for annual surveys and benchmarking initiatives such and use of force reporting.
- Conduct custom research and environmental scans to inform operational training decisions, policy development, strategic planning initiatives, and emerging policing training issues.
- Prepare background studies and literature reviews on police training to support evidence-based decision making.
- Formulate recommendations, present findings, and provide analytical insights to members across the organization.
- Maintain current knowledge of provincial and municipal/regional policies, legislation, and public-safety initiatives affecting policing.
- Maintain expertise in external statistical data sources.
- Develop and maintain training dashboards and performance-measurement tools by creating KPI's, designing data collection methods, and producing clear visualizations.
- Manage limited organizational data systems and pipelines, including minor database development, supporting data integrity, designing governance protocols, documenting metadata, and resolving data quality issues with subject matter experts.
- Prepare reports for the Police Service Board and SOLGEN office.
- Build and maintain effective working relationships with members of the Service, external stakeholders, and other police services.
- Evaluate training effectiveness while measuring the impact of training programs through assessments, feedback and performance metrics, and recommend improvements.
- Analyze incident reports and performance trends to identify emerging risks and recommend targeted training interventions.
- Analyze and compile ongoing statistical data on expiries for training course, ensuring compliance.
- Manage and maintain Learning Management System (LMS) databases to ensure accuracy.
- Other duties, projects, as assigned (individual or group responsibilities).
QUALIFICATIONS & SKILLS
- Completion of a university degree in a relevant program of study covering research methodology, reasoning and analytical skills, and the analysis and interpretation of policy, statistics and trends, such as Criminology, Social Sciences or Statistics, preferably at the Masters level.
- Minimum one year of experience conducting quantitative and qualitative research, including statistical and trend analysis, survey design and analysis, database management, and the preparation of research summaries, briefing notes, and reports for executive and operational audiences.
- Advanced proficiency in Microsoft Office applications, including Outlook, Word,
Excel, and PowerPoint, with demonstrated ability to analyze, interpret, and present data effectively.
- Demonstrated knowledge and application of quantitative and qualitative research methodologies.
- Proficiency in, and ability to adapt to, statistical and data analysis software such as SPSS, R, or similar analytical tools.
- Proven interpersonal skills and ability to interact diplomatically, tactfully and confidentially with individuals at all levels of the organization, industry partners and vendors.
- Strong communication skills including verbal, written, listening and comprehension as well as proven ability to provide instruction through training.
- Ability to relay explanations of specialized matters (terminology or expressions) in non- technical terms.
- Proven ability to analyze and problem-solve technical issues relating to systems, policies, practices and equipment.
- Strong time management, prioritization, multi-tasking and organizational skills.
- Demonstrated ability to work effectively as a member of a team as well as the ability to work with a minimum of direct supervision.

Monday to Friday / Day Shift (may occasionally require flexibility in hours or overtime)
Salary Level
This is starting at Level 7 position $99,850 (2025-2029 Collective Agreement)
