The Ministry of Municipal Affairs and Housing is looking for a FIR System Support Analyst to help maintain and support the system underlying the province's primary tool for the collection of municipal financial information, the Financial Information Return (FIR).
About the job
FIR data is collected through a complex Excel workbook and is stored in a Hyperion Planning / Essbase cube which is maintained by the FIR Unit of the Ministry of Municipal Affairs and Housing. In addition, FIR data and other information is regularly posted on the FIR website which is also maintained by the unit.
Working with and under the direction of the FIR System / Website Administrator you will:
- Provide technical support to municipalities and municipal auditors in the use of the FIR reporting template.
- Provide technical support for all associated FIR reporting applications.
- Set up / remove OPS BPS Secure and Smart FIR accounts.
- Maintain all reporting applications to reflect any changes made to the current year FIR including any required changes to the Hyperion Planning / Essbase cube.
- Provide backup to the FIR Website Administrator in the update and maintenance of the FIR website.
- Participate in the development of recent applications / financial models in support of government priorities as required.
- Provide mentoring, leadership, and functional expertise to branch / Ministry staff on best practices / methodologies in the use of FIR data when designing / developing financial models.
- Ensure that all user documentation / support memos are kept up to date
What you bring to the team
Technical Knowledge and Expertise:
- Advanced knowledge of Microsoft Excel and Visual Basic for Applications (VBA).
You have knowledge of
- Current and emerging I⁢ trends
- Methods and techniques for systems analysis, design and development and knowledge of programming concepts
- Accessibility for Ontarians with Disabilities Act (AODA) concepts
You have experience with
- Hyperion Planning / Essbase / Smart View
- WordPress / HTML
- SQL
- Oracle Apex
Analytical and Problem-Solving Skills:
- You have excellent problem-solving skills and can analyze user problems and recommend / initiate solutions.
- You can evaluate requirements, review options, and recommend approaches and options.
- You have excellent time management skills and can manage numerous conflicting priorities in an effective manner.
- You have analytical skills and can work with and review large amounts of data and provide advice on various types of data issues.
Communication and Interpersonal Skills:
- You have excellent customer service skills to assist a wide variety of users both internally, and from the municipal sector.
- You can communicate both verbally and in writing to respond effectively to end users requiring support
- You can effectively present and discuss options and analysis with audiences both technical and non-technical.
- You can prepare system documentation, user manuals and technical bulletins.
- You have excellent inter-personal skills and can work effectively with a wide variety of people both technical and non-technical.
