Acumen Agency is a growing startup and international business services company providing consulting, marketing, HR, business development, technology, administrative, and other professional services to businesses, organizations, institutions, and government clients.

We are looking for an ambitious and detail-oriented Government Proposal Writer to help identify government contracting opportunities and develop professional, competitive proposals for Acumen Agency.

The Opportunity

This position starts as a performance-based role with clear targets and measurable objectives.

You will be responsible for identifying relevant government contracting opportunities, assessing whether they are appropriate for Acumen Agency, and developing high-quality proposals and submissions.

Compensation is initially performance-based, with earnings tied to results and successful work. Strong performers will have the opportunity to transition to an hourly or salary-based position as soon as possible as the company grows.

What You'll Do

Your primary responsibility will be to identify government contracts and procurement opportunities that align with Acumen Agency's capabilities and then help develop the proposals required to pursue them.

Responsibilities include

- Research government procurement websites, tender portals, and other sources for relevant opportunities.
- Identify Requests for Proposals (RFPs), Requests for Quotations (RFQs), Requests for Information (RFIs), tenders, standing offers, and other government contracting opportunities.
- Evaluate opportunities to determine whether they are relevant and suitable for Acumen Agency.
- Review procurement documents, requirements, scopes of work, evaluation criteria, deadlines, and submission instructions.
- Identify the services and capabilities required for each chance.
- Work with management to determine which opportunities Acumen Agency should pursue.
- Develop professional, persuasive, and compliant government proposals.
- Write and edit proposal sections, executive summaries, company qualifications, methodologies, technical responses, and other required content.
- Coordinate information and supporting materials from Acumen Agency's various departments.
- Work with subject-matter experts and internal team members to develop accurate responses.
- Develop or coordinate budgets, pricing, timelines, and project approaches where required.
- Ensure proposals address the evaluation criteria and requirements of each procurement.
- Review proposals for accuracy, completeness, professionalism, and compliance before submission.




- Maintain an organized pipeline of potential government opportunities.
- Track proposal deadlines and submission requirements.
- Maintain organized records of submitted proposals and opportunities.
- Help improve Acumen Agency's proposal-writing systems, templates, processes, and strategies.
- Research past contracts, awards, and procurement information to better understand what government buyers are seeking.
- Help identify patterns and opportunities that could increase Acumen Agency's success in government contracting.

Understanding What Governments Are Looking For A robust Government Proposal Writer needs to do more than simply write well.

You should be interested in understanding how government procurement works and what makes a proposal competitive.

You will need to analyze:

- What the government is actually asking for.
- The mandatory requirements of the procurement.
- Evaluation criteria and scoring methodologies.
- Required qualifications and experience.
- Scope of work and deliverables.
- Budget and pricing requirements.
- Submission requirements.
- Timelines and deadlines.

Government Contracting Experience Is an Asset

Previous experience working with government contracts, procurement, tenders, RFPs, RFQs, or government departments is a strong asset but is not required.

Experience may include

- Working for a government department or agency.
- Working for a company that regularly bids on government contracts.
- Writing or coordinating government proposals.
- Responding to RFPs, RFQs, tenders, or other procurement documents.
- Managing government contracts.
- Working with government procurement portals.




- Understanding government evaluation and procurement processes.

However, we are also interested in candidates who have strong research, writing, analytical, business, and organizational skills and are capable of learning government procurement processes.
