What You Will Do:
CTN is looking for a full-time Health Records & Privacy Specialist to uphold CTN’s responsibilities as a Health Information Network Provider (HINP) and Health Information Custodian (HIC). This forward-facing role provides Privacy and Health Records expertise to CTN employees, Network Providers, shared record users, kids, youth and families. This role supports CTN’s Health Records and Privacy program through standardized policies, procedures, work instructions and training materials that align with CTN’s legislative and operational requirements and will play a pivotal role in quality by conducting audits and investigating privacy breaches in accordance with CTN’s legislative obligations.
Additionally, the Health Records and Privacy Specialist will provide coaching and guidance related to health records, documentation, privacy, and other security needs. This position reports to the Manager, Privacy and Health Records; Privacy Officer.
Responsibilities:
The successful incumbent will be responsible for the following duties and responsibilities:
Information Privacy
- Adhere to privacy legislation respecting the privacy of clients and families and CTN’s obligations as a Health Information Network Provider (HINP) and Health Information Custodian (HIC)
- Proactively identify privacy risks, emerging issues, and areas for improvement across CTN by applying critical thinking and professional judgment
- Develop practical recommendations for identified risks and propose mitigation strategies to the manager, which may include introducing or modifying new administrative, technical or physical controls
- Critically review privacy reports, escalate audit findings, and breach information to ensure PHIPA compliance and privacy best practice is upheld
- Assist the manager by handling privacy breach queries and investigations, including client and IPC notification
- Ensure that client privacy and security is first and foremost in the design of enhancements and system improvements to the shared client record
- Apply knowledge of PHIPA and CTN policies to independently process and review requests for release of information
- Maintain the privacy breach log, assess trends and risk levels, and support employee awareness of mitigation strategies
Health Records and Data Quality
- Function in compliance with CTN’s health records policies, procedures and standards and all relevant privacy legislation
- Review client records and conduct scheduled health record and data quality audits using knowledge of the shared client record, clinical services and established documentation standards
- Support lifecycle management of the shared client record, including identifying priorities for enhancements and system improvements
- Identify health information trends and support the collection and analysis of qualitative and quantitative performance data
- Support quality improvement activities related to the collection, use, disclosure and documentation of health information
- Review and action complex requests for client health record corrections
- Work collaboratively with other departments to identify and address areas of improvement related to documentation and privacy practices
- Develop and support plans to correct incomplete or inaccurate data entry, in collaboration with the manager as needed
- Monitor helpdesk ticket trends to support shared client record accuracy and a positive user experience; assist with ticket resolution as needed
- Track, prioritize, and follow through on assigned work based on deadlines, risk, reporting needs, and manager direction
Knowledge Sharing and Professional Consultation
- Provide privacy and health records consultation and support to CTN employees and shared client record users across the Network
- Prepare data/reports and support the manager to present findings during meetings and initiatives that improve information sharing, privacy, security and health record documentation processes and practices
- Assist the manager with strategizing record enhancements, working with the information management team and other invested parties to determine priorities in alignment with CTN’s mission, vision, and annual operating goals
- Develop and conduct privacy orientation/training at the request of the manager
- Draft work instructions and procedures for the shared client record, documentation, privacy, security, and confidentiality
- Ensure legal compliance to the Employee Standards Act of Ontario, Ontario Health & Safety Act, and other regulations and best practices
What We Need:
- Current International Association of Privacy Professionals (IAPP) Canadian certification (CIPP/C), or equivalent, is required and must be maintained
- Bachelor’s degree or college diploma in Health Information or Health Record Management is required; an equivalent combination of education and experience will be considered
- A minimum of five (5) years of related health record and privacy experience in a healthcare or social service environment is required
- A minimum of two (2) years of experience independently processing health record release of information requests from healthcare providers, legal representatives, clients and families is required
- Demonstrated advanced level understanding of PHIPA and related privacy legislation and the impact on CTN’s oversight of a shared client record system as a HINP is required
- Experience independently conducting privacy audits and analyzing results is required
- Ability to provide professional consultation and communicate with tact and diplomacy with internal and external stakeholders, including clients and families, is required
- Experience coordinating or leading privacy investigations, including breach reporting and liaison with senior management, legal counsel and Ontario’s Information and Privacy Commissioner, is considered an asset
- Experience with client information software systems, including data extraction, security settings, system maintenance, table maintenance and shared record support, is required
- Advanced written communication skills, including report and policy writing and the ability to produce accurate, complete, evidence-based work products, are required
- Advanced skills in the use of Microsoft Office suite of tools are required
- Understanding of adult learning principles and previous training experience is considered an asset
- Ability to identify privacy, health records, documentation and data quality risks and recommend practical, solution-focused mitigation strategies is required
- Ability to work flexible hours, including occasional work outside regular business hours, is required
- Knowledge of the children’s service systems in Simcoe County and York Region is considered an asset
Selected Successful Candidate Will Be Required To:
- Produce a explicit police record check with a vulnerable sector check prior to start of employment
- Be able to travel to assigned office, between CTN sites and/or other locations as required
- Maintain the ability to work effectively in a temporary remote environment and have access to appropriate internet capacity

Salary Range: $89,796 - $99,773
